Because the default search in WordPress runs a LIKE query against the database and MySQL full-text search has no understanding of Arabic morphology. Arabic is a root-and-pattern language where a single root generates dozens of surface forms through prefixes, infixes and suffixes, and the definite article attaches directly to the word. So a visitor searching for a term in one form will miss every page that used another form of the same root. Add optional diacritics, multiple orthographic variants of alef and hamza, taa marbuta versus haa, and both Western and Arabic-Indic digits, and the naive string match fails constantly. The fix is a real search engine with a real analyser. There is no blanket UAE rule that all websites must be hosted in country, but several factors push that way and one of them is not legal at all. Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data, effective 2 January 2022, governs any personal data your site collects and constrains cross-border transfer where the destination lacks adequate protection or appropriate safeguards, so a site with contact forms, account registration or anything sensitive needs a documented transfer basis if the data leaves.
