We identify the system of record for every entity, resolve the cases where two systems disagree, and run change data capture so both systems stay consistent during the parallel period rather than reconciling by nightly batch. Behavioural parity is verified by shadow running, sending real production traffic to the new implementation without acting on its output and diffing results against the legacy system until the difference rate is understood, not merely low. The trade-off is honest: this costs more in total effort and takes longer than a rip and replace that succeeds. It is dramatically cheaper than one that does not.

It depends on the buyer, and Ottawa has more distinct regimes than most cities. Federal institutions apply Treasury Board security policy and the Canadian Centre for Cyber Security's ITSG-33 control catalogue, with information categorised at Protected A, Protected B or higher, and systems require a security assessment and authorisation before an authority to operate is granted. That work is document-heavy and slow if started late, so we begin control mapping in week one. Federally regulated financial institutions apply OSFI expectations: Guideline B-13 on technology and cyber risk management, which came into effect January 1 2024, Guideline B-10 on third-party risk management, effective May 1 2024, which requires cloud portability planning, concentration risk assessment and contractual visibility into subcontractors, and Guideline E-21 on operational risk and resilience. Private sector organisations in Ontario fall under PIPEDA directly, because Ontario has no general private-sector privacy statute of its own, unlike Alberta, British Columbia and Quebec. Health information custodians fall under Ontario's Personal Health Information Protection Act, 2004, with mandatory breach reporting to the Information and Privacy Commissioner of Ontario and audit logging of electronic access to records.

Less than you may have been told, and being precise here saves money. Bill C-27, the Digital Charter Implementation Act, contained the proposed Consumer Privacy Protection Act and the Artificial Intelligence and Data Act. It never got past committee study and died on the order paper when Parliament was prorogued on January 6 2025, so AIDA is not law and PIPEDA remains the operative federal privacy statute. Bill C-26, which would have created the Critical Cyber Systems Protection Act and amended the Telecommunications Act, passed the House of Commons in June 2024 and was still before the Senate when the same prorogation killed it, so it is not law either. Do not build to either as though it were in force, and be wary of a vendor who claims compliance with them. What does bind you today: the Treasury Board Directive on Automated Decision-Making, in force since April 1 2019, which requires a published Algorithmic Impact Assessment when a federal institution uses an automated system to make or assist an administrative decision about a client. Ontario employment standards also require disclosure of artificial intelligence used to screen, assess or select applicants in publicly advertised job postings, an obligation added by the Working for Workers Four Act, 2024 that took effect on January 1 2026.
