Enforcement is not nominal: administrative monetary penalties reach CAD 10 million or two percent of worldwide turnover, and penal fines reach CAD 25 million or four percent. We produce the assessment as a first-sprint deliverable and keep it current as the design changes.

Start by writing down what residency actually means in the contract, because the requirement usually turns out to be three separate requirements: where data is stored at rest, where it is processed including transient processing, and who can access it from where. Storage is the easy part. We build the evidence trail as the system is built, because reconstructing it afterward costs more and convinces fewer people.

Yes, and internal is not an exemption. The Charter of the French Language, amended by Bill 96 which was assented June 1 2022 as chapter 14 of the statutes of Quebec, establishes French as the language of work, and software available in Quebec must be offered in French where a French version exists, with the French version not inferior to any other language version. Employers above a size threshold must obtain and maintain a francization certificate from the Office québécois de la langue française, and Bill 96 extended the registration obligation to smaller employers than the previous regime covered. For a build this means the interface, notifications, generated documents, error messages, validation text, report labels, help content and any embedded assistant output need French versions written for the domain rather than machine translated. The engineering consequence is that internationalization is an architectural decision made at the first component, not a later refactor: no concatenated strings, locale-aware dates, numbers and currency, layout that tolerates French text expansion of roughly fifteen to thirty percent, and a translation pipeline in continuous integration so an untranslated key fails the build. Public sector buyers add accessibility conformance to the same acceptance gate, so we test both together against every increment.

Never as a rewrite with a big-bang cutover, because those programs get cancelled and everyone in a Montreal bank or insurer has watched one get cancelled.
