Administrative monetary penalties reach CAD 10 million or two percent of worldwide turnover, penal fines reach CAD 25 million or four percent, and the Act creates a private right of action with minimum punitive damages for intentional or grossly negligent infringement.

Canada's Anti-Spam Legislation came into force on July 1 2014 and it is stricter than the American equivalent in the one way that matters architecturally: it is opt-in by default. A commercial electronic message needs either express consent or a specific category of implied consent, and implied consent expires. An existing business relationship generally supports implied consent for two years from the qualifying transaction, and an inquiry supports six months, which means a CRM has to store an expiry date on the consent record and stop sending automatically when it passes rather than relying on a marketer to remember. Every message must identify the sender, provide contact information that stays valid for sixty days, and carry an unsubscribe mechanism that is honoured within ten business days. Second, data residency and tenancy. A federally regulated bank or insurer, a health organization, or a Quebec public body will often refuse a shared marketing tenant with no Canadian data location and will need Salesforce Shield with Canadian hosting, a Dynamics deployment in Azure Canada Central, or a custom system in AWS ca-central-1 or Google Cloud northamerica-northeast1 that the buyer controls. Third, whether the sales motion fits the object model. Marketplaces with two-sided relationships, staffing and recruitment firms where one person is simultaneously a candidate and a contact, cooperative structures, and multi-entity operators with shared accounts across legal entities routinely bend a licensed CRM into a shape nobody can maintain, and a custom build on Postgres works out cheaper over three years. We publish the total cost of ownership comparison including licensing before the decision is made, and when a licensed edition covers the sales motion we say so plainly rather than steering the buyer toward the larger build.

Never in a single weekend. A CRM cutover is not an outage the way an ERP cutover is, it is a change to the tool people use to earn their compensation, and a sales team that loses two days of pipeline visibility stops trusting the system permanently.
