That is correct and worth stating plainly: New York has repeatedly considered a comprehensive consumer privacy statute and has not enacted one. The New York Health Information Privacy Act passed both chambers and was vetoed by the Governor on December 19 2025. So your CRM is governed by a stack of narrower rules instead. Then there is the part most New York buyers underweight: your customers live in California, Colorado, Connecticut, Texas and elsewhere, so we design deletion, access and opt-out workflows to the strictest applicable standard rather than to the New York floor.

Yes, and the design constraint is separation rather than encryption.
