Before you send a commercial electronic message you need consent, either express, meaning the person affirmatively agreed and you can prove how, or implied, which arises from a defined set of relationships and expires. An existing business relationship built on a purchase gives you implied consent for two years from that transaction; an inquiry gives you six months. Every message needs identification of the sender, contact information that stays valid, and an unsubscribe mechanism that remains functional for sixty days after sending. Unsubscribe requests must be given effect within ten business days without requiring the recipient to do anything further. The CRTC enforces this, alongside the Competition Bureau and the Office of the Privacy Commissioner. In data-model terms that means every contact record needs a consent type, a source, a capture timestamp, an expiry date derived from the consent basis, and an immutable history of changes. It also means your merge logic has to be written before your first import, because merging two records with different consent states is the moment most systems silently create a compliance problem.

Ranges in Canadian dollars, tied to scope. A focused platform implementation on Salesforce, Dynamics 365 or HubSpot, meaning objects and fields, two or three integrations, consent model, migration of a clean data set, dashboards and user training, generally runs CAD 55,000 to 150,000. A larger multi-team rollout with custom objects, five or more integrations, a marketing automation build and a messy migration runs CAD 150,000 to 400,000. A fully custom CRM built because no licensed platform fits the business model starts around CAD 180,000 and runs past CAD 600,000 for a member-servicing or channel-management system with real workflow depth. Rescue engagements on a CRM that already exists are scoped separately and usually start with a paid two to four week data audit in the CAD 15,000 to 35,000 range, because nobody should quote a remediation before seeing the duplicate rate. Licence fees are separate and sit with the vendor. Vancouver agency rates are the highest in Canada; delivering from Edmonton and Chandigarh is how the same scope lands lower. Every proposal is fixed fee against a signed statement of work.

For most private-sector businesses in British Columbia the answer is the provincial Personal Information Protection Act, which came into effect in January 2004 and has been recognised as substantially similar to the federal PIPEDA. That recognition means BC organisations are generally exempt from PIPEDA for personal information collected, used and disclosed within the province, and answer instead to the BC Information and Privacy Commissioner. PIPEDA still applies to federal works and undertakings such as banks, telecommunications carriers and airlines, and to personal information that crosses provincial or national borders in the course of commercial activity, which for a CRM with customers outside BC is most of it. Both statutes are consent-based and require you to identify collection purposes, limit use to those purposes, keep information only as long as needed and give individuals access and correction rights. PIPEDA has also required mandatory reporting of breaches of security safeguards that pose a real risk of significant harm since November 1, 2018. If you have Quebec contacts, Law 25 adds obligations on top, phased in between September 2022 and September 2024, including transparency when a decision about someone is made exclusively by automated processing. Alberta and Ontario contacts bring Alberta PIPA and, in health contexts, Ontario PHIPA.

That is a design decision we make in discovery and write into the statement of work, not something we discover at go-live. The Canadian regions available to us are AWS ca-central-1 in Montreal and ca-west-1 in Calgary, Azure Canada Central in Toronto and Canada East in Quebec City, and Google Cloud northamerica-northeast1 in Montreal and northamerica-northeast2 in Toronto. For Vancouver, ca-west-1 in Calgary is the closest and gives the best round-trip latency of any in-Canada option, which is visible in an interactive CRM interface where users tab through records all day. On licensed platforms, Salesforce serves Canadian infrastructure through Hyperforce and Dynamics 365 deploys into Azure Canada Central. Be careful with in-Canada claims from vendors: the primary database being in a Canadian region does not automatically mean backups, analytics pipelines, search indexes, support tooling and email delivery are. We map every one of those and put the answer in writing. If in-Canada residency is a hard procurement requirement, and for BC public bodies, health authorities and many credit unions it is, we design to it from the first architecture session rather than retrofitting after a security review flags it.

We start with measurement, because the argument about whose fault it is stops when there is a number. A data audit profiles the contact set for exact and fuzzy duplicates, invalid or bouncing email addresses, records with no consent provenance, contacts orphaned from their account or opportunity, and fields that two systems both write to. That last one is usually the root cause. Duplicates are a symptom of an undefined system of record, and if you dedupe without fixing the write paths the duplicates come back within a quarter. So the remediation is sequenced: define the system of record for every field, fix the integrations that write out of turn, then build merge rules that preserve the strongest consent state and the full audit history rather than keeping whichever record was created first. We run the merge in staging against a copy, produce a reconciliation report the client signs off, and only then touch production. After that we install ongoing controls, meaning validation at the point of entry, a scheduled duplicate report, and a monitoring dashboard so drift is visible before it is a crisis.

The question is usually decided by one thing: whether your core relationship record fits an account, contact, lead and opportunity model. If it does, buy the platform. Salesforce, Dynamics 365, HubSpot and Zoho have absorbed decades of work on reporting, permissions, mobile access, audit trails and integration ecosystems that no bespoke build will match on a project budget, and choosing custom because configuration felt restrictive is how organisations end up maintaining software they never wanted to own. Build custom when the relationship genuinely is not a sales pipeline. A credit union member who holds six products across four decades, a student tracked from an overseas recruitment fair through graduation and into alumni giving, or a marketplace contact who is simultaneously buyer and supplier all break the standard object model badly enough that you spend the project fighting the platform. The signal to watch for is how much of the demo org you would delete. If the answer is most of it, the licence is buying you very little. There is also a middle path we take often: a licensed platform for the commercial pipeline, with the specialised relationship record held in a purpose-built service alongside it and a defined system of record for every shared field so the two never argue about who is right.
