Collection requires consent, sharing requires separate consent, and selling requires a signed valid authorization. The provision that changes engineering behaviour is section 11: a violation is a per se violation of the Washington Consumer Protection Act at RCW 19.86, which the Attorney General enforces and which private plaintiffs can also bring. That private right of action is why we model consent as an immutable event log with scope, channel and timestamp, keep a geofence exclusion list around health care facilities, and make every downstream sender read suppression from one authoritative service.

That is correct and worth stating plainly: Washington has not enacted a comprehensive consumer privacy statute of the kind Virginia, Colorado or Texas have. HB 1671, a comprehensive personal data privacy bill introduced in the 2025 session, has sat in House Appropriations since February 2025 without passing. What governs your CRM instead is a stack of narrower rules with real teeth. The My Health My Data Act covers consumer health data with a private right of action. RCW 19.375 governs biometric identifiers enrolled for commercial purposes, enforced solely by the Attorney General. RCW 19.190, the Commercial Electronic Mail Act, governs email and commercial text messages with statutory damages of USD 100 per violation for recipients and USD 1,000 per violation for interactive computer services. RCW 19.255.010 requires consumer notification within thirty calendar days of discovering a breach, and Attorney General notification within thirty days when more than 500 Washington residents are affected. On top of that, any Seattle company with California customers is running CCPA and CPRA obligations through the same database, so we design to the strictest applicable regime rather than the local one.

All three, and the choice is made in discovery rather than assumed. Dynamics 365 Sales and Customer Service wins when the buyer is already deep in Microsoft 365, Entra ID and Power BI, which describes a large share of the Puget Sound market given the local partner ecosystem and the number of people here who learned the Microsoft stack at Redmond. Salesforce wins when the go-to-market motion is complex, the AppExchange ecosystem covers a specialised need, or Marketing Cloud and Data Cloud are already in place. HubSpot wins for mid-market revenue teams who need speed over configurability. We build fully custom CRM on PostgreSQL with a React or Next.js front end in three situations: the commercial platforms cannot model the domain object without ugly workarounds, per-seat licensing at your headcount costs more than owning the code, or data residency and integration constraints make a SaaS tenant impractical. We are honest about the trade: custom means you own upgrades, security patching and integration maintenance forever. Most Seattle buyers are better served by a well-configured commercial platform with a small amount of custom code around the parts that are genuinely theirs.
