We quote against scope because enterprise work has no meaningful list price. A production application or integration platform, meaning a real system with authentication, authorisation, audit logging, automated testing, infrastructure as code, monitoring and handover documentation, typically runs CAD 250,000 to 800,000. A multi-year modernisation programme replacing a legacy platform in stages, with parallel running, data migration, several integrations and organisational change, runs CAD 800,000 to 2.5 million and up, and we would rather phase it into fundable increments than sell it as one number. Cloud and licence costs sit outside those figures and stay in your name. Calgary and Edmonton senior engineering rates run substantially below San Francisco, New York, Seattle and Toronto equivalents, and because we quote in Canadian dollars from Edmonton and Chandigarh, a buyer comparing against a United States firm is also comparing across an exchange rate.

Not a federal one, and it matters that vendors state this accurately. The Artificial Intelligence and Data Act was part of Bill C-27, the Digital Charter Implementation Act, and that bill died on the order paper when Parliament was prorogued in January 2025. It was never enacted, so a proposal citing compliance with it is describing a law that does not exist, and that is worth noticing about a vendor before you notice anything else. The absence of a statute does not mean the absence of obligations, though, and in practice the constraints on an enterprise system with automated decision-making in it arrive through three doors. Sector regulators come first: OSFI's revised Guideline E-23 on model risk management explicitly covers machine learning and artificial intelligence models and takes effect in 2027, so federally regulated institutions are building model inventories and validation processes now, and federal government systems follow the Treasury Board Directive on Automated Decision-Making with its algorithmic impact assessment. General law comes second, meaning privacy law over the data the model consumes, human rights and employment law over outcomes that disadvantage people, and Quebec's Law 25 requirement to disclose a decision made exclusively by automated processing. Your own customers come third, because enterprise procurement questionnaires now ask about model provenance, training data and human oversight regardless of what any regulator requires. We document the model, its inputs, its evaluation and its human override path so all three doors have an answer waiting.

In stages, with the old system still running. We use a strangler pattern: put a routing layer in front of the legacy application, move one capability at a time behind it into the new system, and only retire the legacy path once the replacement has run in production against real traffic. That sequence gives you a rollback at every step, which a big-bang rewrite does not. Before any code we build a characterisation test suite around the legacy behaviour, including the behaviour nobody intended but the business now relies on, because in a thirty-year-old system the undocumented quirks are frequently the requirements. Data migration runs in repeated rehearsals with reconciliation reports, not a single cutover weekend attempt. We keep the legacy system readable for the statutory retention period so audits and partner or regulator inquiries can still reach historical detail. Where the legacy system integrates with operational technology, the new components sit on the information technology side of an IEC 62443 zone and conduit boundary, reading from a historian or an integration layer rather than writing to controllers, with any write behind a change management approval.

First, confirm whether the institution is federally regulated at all, because in Alberta that is not automatic. OSFI supervises banks, foreign bank branches, federally regulated trust and loan companies and federally regulated insurers. Provincially regulated entities, including Alberta Treasury Board and Finance supervised institutions and Alberta credit unions, sit outside OSFI's remit and follow their provincial regulator instead, though they often adopt similar controls voluntarily. Where OSFI does apply, Guideline B-13 on technology and cyber risk management, issued in July 2022 and effective January 1, 2024, sets expectations across governance, technology operations and resilience, and cyber security. In build terms that means documented change management, environment separation, secure software development practice, vulnerability management, asset inventory, logging and monitoring, incident response with defined reporting, and tested recovery objectives. OSFI's third-party risk expectations extend those obligations to us as a service provider, so we expect to answer a due diligence questionnaire, accept audit and access rights in the contract, and disclose our sub-processors and support-access geography. Guideline E-23 on model risk management adds inventory and validation duties for models, including machine learning models, and takes effect in 2027.

Alberta's Health Information Act, not Ontario's Personal Health Information Protection Act, and the distinction matters because vendors from central Canada often assume otherwise. The Health Information Act governs health information held by custodians in Alberta, a defined list that includes physicians, pharmacists, regional health authorities and other prescribed bodies, and it sets rules on collection, use, disclosure, access and security that differ from general privacy law. Mandatory breach reporting to the Office of the Information and Privacy Commissioner, the Minister and the affected individual was added by amendments that took effect in 2018, so a notification path has to exist in the design. Practically, we design health integrations with the custodian relationship explicit, role-based access with least privilege, full access logging keyed to a named user, retention and disposal rules configured rather than assumed, and a documented information manager agreement where we act on a custodian's behalf. Where the work touches Alberta Health Services and its Connect Care Epic environment, integration follows the health system's own interface standards and review process, usually through HL7 version 2 or FHIR interfaces rather than direct database access, and we plan for that review time in the schedule.

We assign intellectual property in the contract, deliver into your repositories rather than ours, and use permissively licensed open source components with a generated software bill of materials so nothing arrives with a licence surprise. Maintainability is a delivery requirement, not a promise. Every significant technical decision is captured in an architecture decision record stating the alternatives considered and the reasoning, so a new engineer two years from now can understand why the system is shaped the way it is. Infrastructure is defined in Terraform and stored in your repository, which means your environments can be rebuilt without us. Automated tests run in continuous integration from the first sprint. Handover includes runbooks for the operational tasks, an onboarding guide, a recorded architecture walkthrough, and paired sessions with your engineers during the final sprints rather than a document dropped at the end.
