Software licences or subscriptions sit outside those numbers and stay in your name. The figure most ERP business cases get wrong is not the licence, it is the ratio: implementation, integration and change management routinely cost several times the first year of subscription, and the ongoing support and enhancement budget after go-live is a permanent line rather than a project cost. Royalty calculation follows Alberta's Modernized Royalty Framework, which applies to wells drilled on or after January 1, 2017, with legacy wells still running under the prior regime, so the ERP has to carry both and know which applies to which well. Joint interest billing then splits gross costs and revenues by working interest under the operating agreement, applies overhead recoveries, and produces statements that a partner's joint venture auditor can trace back to source invoices and authorization for expenditure approvals. We build reconciliation reports between ledger, production accounting and Petrinex submission as a standing month-end control, not as a one-off validation at go-live.

Start with jurisdiction, because getting it wrong is invisible until an employee complains. Most Alberta employers fall under the Alberta Employment Standards Code, but federally regulated employers, which include banks, interprovincial and international pipelines, railways, airlines and telecommunications, fall under the Canada Labour Code instead, with different rules on overtime, holidays, leaves and termination. Several of Calgary's largest employers are in that federal category, and a group can contain both types. On the statutory side the ERP has to handle Canada Pension Plan contributions including the second additional contribution tier introduced on January 1, 2024, Employment Insurance, federal and provincial income tax withholding for every province an employee works in, T4 and T4A slips, and records of employment filed with Service Canada. Four failure modes account for most of what we are called in to fix. The first is scope set before anyone documented the real close, so the design meets a questionnaire rather than the partner billing cycle and regulatory submissions the finance team actually lives with. The second is master data, where vendor, cost centre, well or facility, and authorization for expenditure records are migrated dirty and every downstream report inherits the mess. The third is over-customisation, where core objects are modified instead of extended, which blocks upgrades and turns every vendor release into a project. The fourth is big-bang cutover across all entities at once, which removes the option to stop. Our counters are specific: blueprint before licence, a named owner and governance rule for every master data domain, extensions built on the platform's extension framework rather than core modification, three parallel close cycles before cutover, phased go-live by legal entity or business unit with a documented rollback, and legacy system read access retained for the statutory retention period so an auditor or a partner audit can still reach historical detail.

On an ERP the interesting question is not where the production database sits, because every major vendor will sell you a Canadian hosting option and confirm it in writing if you ask. The question is where the other seven copies are. An ERP estate leaks personal data outward in ways that reviews routinely miss: the application management team in another country that holds standing support access to production, the offshore functional consultant granted a temporary role during hypercare that nobody removed, the non-production sandboxes refreshed from a live copy so that real payroll and employee records now sit in a test tier with weaker controls, the backup and disaster recovery region, the vendor's own telemetry and support-ticket attachments, and the reporting extracts someone scheduled into a spreadsheet on a laptop. Statute is permissive here, so the binding constraint is your contract, and Calgary energy, utility and Crown-adjacent buyers write Canadian residency and Canadian support into master services agreements as a matter of course. So we produce a data map covering all of those paths, mask non-production refreshes rather than copying live payroll into a sandbox, put support access behind time-bound just-in-time roles with a named approver, and register every sub-processor with its country. That map is what fails a procurement review when it does not exist.

A Quebec operating entity adds three workstreams. Tax comes first: Quebec administers its own sales tax alongside the federal goods and services tax, with Revenu Quebec as the administering authority and its own filing and remittance requirements, plus Quebec-specific payroll deductions including the Quebec Pension Plan instead of the Canada Pension Plan and the Quebec Parental Insurance Plan. That is a distinct payroll configuration, not a province code on the existing one. Second is privacy: Quebec's Law 25 reformed private-sector privacy in stages, with confidentiality incident reporting and a designated privacy officer from September 22, 2022, the substantive consent and transparency obligations from September 22, 2023, and data portability from September 22, 2024, and those obligations reach employee records held in the ERP. Third is language: the Charter of the French Language as amended by Law 96 requires that software made available in Quebec offer a French version on terms no less favourable than any other language, which for an ERP means French user interface, French employment documentation and French customer-facing output. We scope Quebec as its own track rather than a configuration checkbox.
