Service Overview

Web Development Solutions for Raleigh Businesses

Raleigh is the state capital, which makes web development here a different job than it is in a purely commercial market. State agencies, the North Carolina Department of Information Technology, Wake County, the City of Raleigh, the Wake County Public School System, one of the largest school districts in the country, and the university systems anchored by NC State on Centennial Campus all publish web properties that are legally required to be accessible, publicly archivable, and durable across administrations. The Department of Justice rule implementing Title II of the ADA set WCAG 2.1 Level AA as the technical standard for web content and mobile applications, and after an interim final rule published April 20, 2026, public entities serving populations of 50,000 or more have until April 26, 2027, while smaller entities and special district governments have until April 26, 2028. Raleigh and Wake County are far above that threshold, so the earlier date applies. Health systems face a parallel obligation: the HHS Section 504 rule published May 9, 2024 set the same WCAG 2.1 AA standard for recipients of federal financial assistance, and after an OCR interim final rule published May 11, 2026 the deadline for recipients with fifteen or more employees is May 11, 2027. Duke Health, UNC Health, and WakeMed are all in scope. On the commercial side the Triangle runs a dense mix of enterprise software marketing sites, biomanufacturing corporate properties around Clayton and Holly Springs, financial services sites at First Citizens and Fidelity, and a growing consumer and hospitality market around downtown Raleigh, PNC Arena, and the convention district. Codazz builds and rebuilds these properties from Edmonton and Chandigarh rather than from a Triangle office. Edmonton is two hours behind Eastern, so a 9:00 AM ET standup runs at 7:00 AM MT, and Chandigarh handles overnight builds, crawls, and migration runs.

What We Build

Web Development Services We Offer in Raleigh

Our Raleigh web work falls into four shapes. Accessibility remediation is the largest by volume right now because of the Title II and Section 504 deadlines, and it is real engineering rather than a widget: we audit against WCAG 2.1 AA with automated tooling and manual assistive-technology testing, fix the component library so defects stop reproducing, remediate the content backlog including PDFs, and hand over a conformance report and a documented process for keeping new content compliant. Platform rebuilds move aging sites onto a maintainable stack, usually Drupal or a headless CMS with a modern front end, with a content migration plan that preserves URLs and search equity. Performance work targets Core Web Vitals, particularly Interaction to Next Paint, which replaced First Input Delay as a Core Web Vital in March 2024 and punishes the heavy client-side JavaScript that older Triangle marketing sites accumulated. Application work covers portals, member and patient-facing self-service, permit and licensing flows, donor and registration systems, and e-commerce, where PCI DSS payment-page script controls now apply. Underneath all four we do the same infrastructure work: a design system with accessibility built into components, an editorial workflow content teams can actually use, structured data, and analytics that respects the consent signals your out-of-state visitors are entitled to.

Industry Expertise

Web Development for Raleigh's Key Industries

Five sectors drive Triangle web work. State and local government, including North Carolina agencies, Wake County, and the City of Raleigh, needs accessible, records-compliant properties with service delivery flows, and here the North Carolina Public Records Act at Chapter 132 shapes retention, export, and archiving requirements that most commercial CMS setups ignore. Higher education across NC State, Duke, and UNC-Chapel Hill runs enormous distributed publishing estates where the practical problem is governance: hundreds of editors, thousands of PDFs, and FERPA obligations wherever student data touches a form. Healthcare at Duke Health, UNC Health, UNC Rex, WakeMed, and Blue Cross NC needs patient-facing properties under the HHS Section 504 accessibility rule, with HIPAA constraints on anything that collects symptoms, appointment requests, or coverage details, and careful separation between marketing analytics and authenticated patient experiences. Life sciences and biomanufacturing around Clayton, Holly Springs, RTP, and Wilson need corporate, careers, and investor properties with heavy regulatory review cycles built into the editorial workflow. Financial services at First Citizens BancShares, Fidelity Investments, and the region's credit unions need GLBA-aware forms handling, careful third-party script governance, and PCI DSS controls anywhere payments are accepted.

Our Process

Our Web Development Development Process

We start with an audit rather than a design, because on most Raleigh projects the binding constraint is already known and it is usually accessibility, performance, or an unmaintainable CMS. The audit produces a defect inventory mapped to WCAG 2.1 AA success criteria, a Core Web Vitals baseline from field data rather than a single lab run, a content inventory with traffic and conversion data, and a redirect map if URLs will change. For public sector and health system clients we agree the applicable compliance deadline in writing at kickoff, meaning April 26, 2027 under ADA Title II for large public entities or May 11, 2027 under the HHS Section 504 rule for larger recipients, and we schedule backward from it with the content remediation backlog sized honestly. Design happens in the browser against real content, with color contrast, focus order, and keyboard operation checked during design rather than after. Build runs in two-week sprints with Thursday 2:00 PM ET reviews on a staging URL your stakeholders can open. Edmonton joins the 9:00 AM ET standup at 7:00 AM MT and Chandigarh runs overnight crawls, Lighthouse sweeps, link checks, and migration dry runs. Launch includes a redirect verification pass, a search console submission, and a post-launch performance and accessibility recheck two weeks later.

Technologies We Use for Web Development

Hosting for Triangle web properties almost always lands in AWS us-east-1 in Northern Virginia, roughly 250 miles from Raleigh with single-digit millisecond round trips, and we front it with CloudFront or Cloudflare so origin distance stops mattering for most requests. Azure East US and Google Cloud us-east1 in Moncks Corner, South Carolina are the alternatives when a client is already standardized elsewhere. For public sector work we scope hosting to US regions and document the data flow, since North Carolina Public Records Act obligations reach content regardless of where it is stored. On the application side we build with Next.js when the site needs application behavior, Astro when it is mostly content and every kilobyte of JavaScript is a liability for Interaction to Next Paint, and Drupal 11 when editorial workflow, granular permissions, and long-lived structured content matter, which is why it remains common across North Carolina government and higher education. Headless configurations run on Contentful, Sanity, or Storyblok with a static or incrementally regenerated front end. Accessibility tooling includes axe-core in CI, Pa11y for crawl-wide scanning, and manual testing with NVDA, JAWS, and VoiceOver, because automated tools catch roughly a third of real defects. Performance monitoring uses Chrome UX Report field data alongside synthetic Lighthouse runs.

Why Choose Us

Why Raleigh Businesses Choose Codazz for Web Development

We combine world-class engineering with local market understanding to deliver web development solutions that drive real business outcomes.

Deadline-Aware Accessibility

We schedule backward from the real dates: April 26, 2027 under the ADA Title II rule for public entities serving 50,000 or more, and May 11, 2027 under the HHS Section 504 rule for recipients with fifteen or more employees. WCAG 2.1 AA conformance with manual assistive-technology testing, not a scanner score.

🏛️

Public Records Aware Builds

State agency, Wake County, and City of Raleigh properties are designed around the North Carolina Public Records Act at Chapter 132, with retention, export, and archiving handled in the platform rather than bolted on when a records request arrives. Documentation is written for staff turnover.

INP-First Performance

Interaction to Next Paint replaced First Input Delay as a Core Web Vital in March 2024, and it punishes the accumulated client-side JavaScript on older Triangle sites. We measure against Chrome UX Report field data, choose Astro over a heavier framework when content is the product, and budget JavaScript per template.

💳

Payment Page Script Control

PCI DSS v4.0.1 requirements 6.4.3 and 11.6.1 have been mandatory since March 31, 2025. We ship a code-maintained script inventory, subresource integrity, a strict content security policy, and tamper detection on payment page content and headers as the browser actually receives them.

📍

Local Expertise

Our team understands the regulatory landscape, business culture, and user expectations specific to your city. We combine global engineering standards with hyper-local market knowledge to build products that resonate with your target audience from day one.

Every project gets a dedicated cross-functional team including a project manager, lead architect, senior developers, QA engineers, and a DevOps specialist. No freelancers, no outsourcing your project to third parties - your team is your team throughout.

🛠️

Post-Launch Support

Our relationship does not end at deployment. We provide 90 days of complimentary post-launch support, proactive monitoring, performance optimization, and a dedicated Slack channel for your team. Most clients continue with our maintenance retainer plans.

Ask a Question

Ranges by scope, and web is the service where scope varies most. A focused marketing site, meaning eight to fifteen templates, a design system, a CMS your team can operate, accessibility built in from the start, and performance targets met at launch, typically runs USD 25,000 to 70,000. A large content platform with a real migration, complex editorial governance, multiple sub-sites, and search, which is the common shape for a university unit or a state agency property, typically runs USD 80,000 to 250,000. A web application with authentication, workflow, integrations, and self-service, such as a permitting flow, a member portal, or a patient-facing scheduling experience, typically runs USD 90,000 to 300,000 depending on integration depth. Accessibility remediation of an existing estate is priced from the audit and generally runs USD 20,000 to 120,000, driven mostly by how many pages and PDFs are in the backlog rather than by template count. Triangle design and front-end rates sit meaningfully below San Francisco and New York equivalents at the same seniority. Public sector procurement adds process time that we plan for rather than absorb. We quote fixed fee against a signed statement of work.

The Department of Justice rule implementing Title II of the Americans with Disabilities Act requires state and local government web content and mobile applications to conform to WCAG 2.1 Level AA. The 2024 final rule set an earlier compliance date for larger entities, but an interim final rule published April 20, 2026 extended the timeline: public entities with a total population of 50,000 or more now have until April 26, 2027, and public entities under 50,000 plus special district governments have until April 26, 2028. The substantive requirements of the 2024 final rule did not change, so building to WCAG 2.1 AA remains the right plan. The City of Raleigh, Wake County, and North Carolina state agencies are all above the population threshold and face the 2027 date. Scope includes web content the entity provides directly and content provided through contracts and licensing arrangements, which means vendor-hosted portals, third-party payment pages, and embedded tools count. Exceptions exist for certain archived content and pre-existing electronic documents, but they are narrow and we assess them individually rather than assuming coverage.

Yes, and the two regimes can both apply. The HHS Office for Civil Rights published a Section 504 rule on May 9, 2024 requiring recipients of federal financial assistance to make web content and mobile applications conform to WCAG 2.1 Level AA, with two years to comply for recipients with fifteen or more employees and three years for smaller ones. As the original compliance date approached, OCR published an interim final rule on May 11, 2026 extending compliance by one year, so recipients with fifteen or more employees now have until May 11, 2027 and smaller recipients until May 10, 2028. The scope explicitly covers content provided through contractual, licensing, or other arrangements with third parties, which is the provision that catches most health systems, because patient portals, bill-pay vendors, scheduling widgets, and symptom checkers are usually someone else's code. For Duke Health, UNC Health, and WakeMed-scale organizations the practical work is vendor inventory first, then contract language requiring conformance, then remediation of the properties you control. If the organization is also a public entity, ADA Title II applies in parallel and the earlier deadline governs.

Automated tooling finds roughly a third of WCAG defects, and it finds the easy third. We run axe-core in continuous integration so regressions fail the build, and Pa11y across the full crawl to size the backlog, but the defects that generate complaints are the ones only a human finds: focus that disappears inside a custom dropdown, a modal that does not trap focus and does not return it, a data table without programmatic header association, a carousel that traps a screen reader, a form error summary that never receives focus, link text that reads as a list of the same three words out of context, and video without accurate captions. We test manually with NVDA and JAWS on Windows and VoiceOver on macOS and iOS, plus full keyboard-only operation and 200 percent zoom with reflow. The strategic fix is upstream: we remediate the design system so accessible behavior is the default in the components your team reuses, which stops the backlog from regrowing. Document remediation is its own workstream, since a decade of untagged PDFs is common in government and higher education, and we usually recommend converting high-traffic documents to HTML rather than remediating them in place.

North Carolina has no comprehensive consumer privacy statute, so there is no state cookie consent or universal opt-out mandate originating here. Your obligations come from your visitors. If people from California, Virginia, Colorado, Connecticut, or Texas use your site, those statutes reach the processing, which is why we implement a consent management layer, honor Global Privacy Control signals, and keep analytics and advertising tags behind consent rather than assuming a North Carolina domicile insulates you. Locally, the Identity Theft Protection Act at Chapter 75, Article 2A governs breach notification, including notice to the Attorney General's Consumer Protection Division, and G.S. 75-1.1 makes a deceptive data practice an unfair or deceptive trade practice, with treble damages available under G.S. 75-16. If you accept card payments, PCI DSS v4.0.1 requirements 6.4.3 and 11.6.1 became mandatory on March 31, 2025: every script loaded on a payment page must be authorized, integrity-checked, and inventoried, and you must run tamper detection on payment page content and HTTP headers as delivered to the browser. In practice that means a strict content security policy, subresource integrity, a script inventory maintained in code, and monitoring that alerts on unauthorized change.

Codazz works with Raleigh clients from Edmonton, Canada and Chandigarh, India. We have no Triangle office and we do not claim one. Web projects are the easiest to run this way because the artifacts are shared and inspectable rather than described in meetings. Edmonton sits on Mountain Time, two hours behind Raleigh, so our team joins a 9:00 AM ET standup at 7:00 AM MT and stays overlapped through the Raleigh afternoon, with Thursday reviews at 2:00 PM ET on a staging URL every stakeholder can open on their own device, including with a screen reader. Chandigarh, nine and a half hours ahead of Eastern Daylight Time, runs the overnight batch work that web projects generate in volume: full-site crawls, Lighthouse sweeps, broken link checks, image reprocessing, and content migration dry runs, so results are waiting each morning. Content workshops, editorial training, and stakeholder reviews are scheduled inside the Eastern business day. For public sector engagements we plan around procurement, public meeting calendars, and records requirements, and we hand over documentation written for staff turnover, because the person who launches a state agency site is often not the person maintaining it two years later.
