SB 361, signed October 8 2025, widened what a registered broker must disclose, including the categories of personal information it collects and whether it has shared data with foreign actors, government agencies, law enforcement, or developers of generative AI systems, which is a disclosure most SaaS teams cannot answer without instrumentation they have not built. Engineering-wise this is not a policy page. It requires an automated job that polls DROP on a schedule, matches submitted identifiers against your records with a documented matching methodology, cascades deletion into derived tables, search indexes, analytics warehouses, backups within your restore window, and downstream partners, and produces an audit record for every processed request. We build that as a first-class subsystem, and we run a scoping determination in discovery so you know whether you are in scope before you sign a customer.

SOC 2 Type II takes nine to fourteen months from a standing start, most of which is the observation window rather than engineering. The engineering work is real but front-loaded, and it is far cheaper before launch than after. We build the control substrate into the codebase from week one: immutable audit logging on every privileged action, enforced change management through pull requests with required review, quarterly access reviews with exportable evidence, encryption at rest and in transit with documented key management, vendor inventory with review dates, automated vulnerability scanning in CI, and written incident response runbooks that have actually been tested. First, field-level classification at write time so you can answer what categories of personal information you hold without a manual audit. Second, a data subject access request endpoint that produces a structured export within the statutory window. Third, a deletion workflow that cascades across the primary store, search indexes, analytics warehouse, caches, backups within your restore policy, and downstream processors, with a completion record. Fourth, opt-out of sale and sharing including honoring the Global Privacy Control browser signal, which California treats as a valid opt-out request rather than an optional nicety. Fifth, a correction workflow, which the CPRA added and which most implementations still skip. The CPPA also finalized regulations adding annual cybersecurity audit obligations phased in by business size, so we build audit evidence generation rather than assembling it by hand later.
