Service Overview

Web Development Solutions for San Diego Businesses

Web work in San Diego carries two pressures that most US metros do not apply at the same time. The first is legal exposure on accessibility. California pairs the Americans with Disabilities Act with the Unruh Civil Rights Act, and under Civil Code section 51(f) an ADA violation is also an Unruh violation, which carries statutory damages with a minimum of USD 4,000 per offense. That combination is why California, and Southern California in particular, generates a disproportionate share of the country's website accessibility demand letters, and why an inaccessible booking flow at a Gaslamp hotel is a financial risk rather than a backlog item. The second pressure is a genuinely binational audience. San Diego sits against Tijuana in a corridor where a large share of visitors, patients, students, and shoppers move across the border regularly, so English-only is a revenue decision, not a default. The buyers reflect the city: hotels and attractions across the visitor economy, the San Diego Zoo Wildlife Alliance, Legoland California in Carlsbad, higher education at UC San Diego, San Diego State University, the University of San Diego, and Point Loma Nazarene, patient-facing properties at Scripps Health, Sharp HealthCare, UC San Diego Health, and Rady Children's, corporate and investor sites across the Torrey Pines biotech corridor, defense contractor and supplier sites, direct-to-consumer brands out of the craft brewing and surf industries, and public entities including the City and County of San Diego, SANDAG, and the Port of San Diego. Codazz builds and rebuilds these sites. We ship accessible, fast, bilingual, well-structured properties on modern frameworks with a content model your marketing team can actually operate. Codazz was founded in 2018 and has delivered more than 500 projects with over 200 engineers. We serve San Diego remotely from Edmonton and Chandigarh, not from a local office, working Pacific hours with Edmonton one hour ahead in Mountain Time.

What We Build

Web Development Services We Offer in San Diego

Our San Diego web services are organized around the four jobs these sites actually do. Conversion properties are hotel and attraction booking flows, admissions inquiry funnels, patient appointment requests, and direct-to-consumer storefronts, where the work is measured in completed actions and where accessibility failures translate directly into abandoned sessions and legal letters. Credibility properties are biotech corporate and investor sites, defense supplier sites, and professional services sites, where the work is structured content, document management for filings and datasheets, and a publishing workflow that does not require an engineer. Public-service properties are municipal, county, transit, and port sites, where the standard is WCAG 2.1 Level AA under the Department of Justice Title II rule, plus multilingual delivery and plain-language content structure. Content platforms are the editorial, research, and program sites at universities and institutes, where the challenge is governance across dozens of contributors. Across all four we deliver accessibility remediation with documented conformance testing, Core Web Vitals performance work targeting real field data rather than lab scores, Spanish-language delivery with correct hreflang and localized content rather than machine translation bolted on, structured data for search and AI answer surfaces, and a CCPA-compliant consent and opt-out layer that honors the Global Privacy Control signal.

Industry Expertise

Web Development for San Diego's Key Industries

The visitor economy is the largest San Diego web market. Hotels across the Gaslamp Quarter, Mission Bay, La Jolla, and Coronado, plus attractions including the San Diego Zoo Wildlife Alliance properties and Legoland California in Carlsbad, need booking and ticketing flows that survive a screen reader, load fast on a phone at the airport, and work in Spanish. Higher education is second, spanning UC San Diego, San Diego State University, the University of San Diego, Point Loma Nazarene, and the community college districts, where the work involves admissions funnels, program catalogs, research center sites, and FERPA-aware handling of any applicant or student data that touches a form. Healthcare is third, with Scripps Health, Sharp HealthCare, UC San Diego Health, Rady Children's, and Palomar Health running patient-facing properties that must handle HIPAA-adjacent content carefully, avoid tracking pixels on authenticated or symptom-related pages, and meet accessibility standards under both the ADA and health-sector rules. Fourth is life sciences and defense corporate presence, where Torrey Pines and Sorrento Valley companies and the Kearny Mesa and Poway supplier base need investor-relations document handling, technical content architecture, and careful control over what is published about controlled or pre-publication work.

Our Process

Our Web Development Development Process

Discovery starts with an audit, because on most San Diego web engagements we are replacing something rather than starting clean. We run an automated accessibility scan with axe and Lighthouse, then a manual pass with keyboard-only navigation, VoiceOver, and NVDA, because automated tooling catches roughly a third of real barriers and none of the ones that generate complaints. We pull twenty-eight days of Core Web Vitals field data from the Chrome User Experience Report rather than trusting a lab score, since Largest Contentful Paint and Interaction to Next Paint on a mid-range Android phone on a crowded network is the number that matters. We map the current content and URL structure so redirects preserve rankings, and we run a CCPA review of every tracking script, tag, and third-party pixel on the site, which is usually where the surprises live. Design and build run in two-week sprints on Pacific Time. Standups are 9:00 AM PT, which our Edmonton team joins at 10:00 AM MT since Mountain Time runs one hour ahead of Pacific, and Chandigarh handles the overnight build so San Diego mornings start with a deployed preview. Launch includes a conformance report, a redirect map, uptime and Core Web Vitals monitoring, and editor training for the people who own the content afterward.

Technology

Technologies We Use for Web Development

Google Cloud us-west2 sits in Los Angeles, roughly 120 miles north, and is the closest major-cloud region to San Diego, though for most web properties the CDN edge matters more than the origin region. We serve through Cloudflare or Vercel's edge network with San Diego and Tijuana traffic terminating locally, and place origins in AWS us-west-2 in Oregon, us-west-1 in Northern California when a customer wants in-state residency, or Google Cloud us-west2 for the shortest origin hop. Front ends are Next.js for application-heavy properties and Astro for content-heavy ones where shipping less JavaScript is the entire performance strategy. Content management is headless: Sanity, Contentful, Payload, or WordPress in headless mode when the marketing team refuses to leave it, with a content model built around reusable blocks rather than a page of free-text. Commerce runs on Shopify Hydrogen for direct-to-consumer brands or a headless Shopify or Stripe combination when the catalog is unusual. Bilingual delivery uses proper locale routing with hreflang pairs for en-US and es-MX, localized metadata, and translated URL slugs, not a client-side widget. Images run through AVIF and WebP with responsive sizing. Analytics is GA4 or Plausible with consent gating, and Sentry watches client errors. Infrastructure is Terraform, and previews deploy per pull request.

Why Choose Us

Why San Diego Businesses Choose Codazz for Web Development

We combine world-class engineering with local market understanding to deliver web development solutions that drive real business outcomes.

Built For The Unruh Exposure

California stacks the ADA with the Unruh Civil Rights Act, where an ADA violation carries statutory damages starting at USD 4,000 per offense. We build to WCAG 2.1 Level AA from the first component, verify manually with VoiceOver and NVDA rather than an automated scan alone, and deliver a written conformance report.

🇲🇽

Genuinely Bilingual Delivery

Locale-prefixed routing with en-US and es-MX hreflang pairs, translated slugs and metadata, a persistent language selector instead of IP guessing, Baja California address handling, and human translation with local review. Cross-border traffic through San Ysidro and Otay Mesa is an audience, not an edge case.

Field Data, Not Lab Scores

We tune against twenty-eight days of Chrome User Experience Report data for Largest Contentful Paint, Interaction to Next Paint, and Cumulative Layout Shift on real mid-range Android devices, because a green Lighthouse score on a fast laptop tells you nothing about a booking flow at the airport.

🏛️

Title II Ready For Public Entities

For the City and County of San Diego, SANDAG, the Port, and the universities, we work to the DOJ final rule published April 24 2024 adopting WCAG 2.1 AA, including embedded third-party services and the PDF backlog, plus a governance process so conformance survives the next two content cycles.

Ask a Question

Ranges tied to scope. A marketing site with eight to fifteen well-built pages, a headless CMS, WCAG 2.1 Level AA conformance testing, and Core Web Vitals tuning typically runs USD 22,000 to 55,000. A larger content property with sixty to two hundred pages, structured content types, bilingual English and Spanish delivery, search, and a real editorial workflow typically runs USD 60,000 to 160,000. A transactional property with a booking or ticketing flow, payment handling, account management, and integration into a property management system or CRM typically runs USD 120,000 to 350,000. An accessibility remediation of an existing site is priced separately, usually USD 15,000 to 70,000 depending on page count and how deep the component-level problems go. San Diego rates sit below San Francisco and Los Angeles and roughly in line with Denver and Phoenix. Two things reliably add cost and are worth the money here: genuine bilingual content work rather than machine translation, and manual accessibility testing with assistive technology rather than an automated scan alone. We quote fixed fee against a signed statement of work.

Because two statutes stack. The Americans with Disabilities Act governs public accommodations at the federal level but does not provide damages to private plaintiffs, only injunctive relief and fees. California's Unruh Civil Rights Act does provide damages, and Civil Code section 51(f) makes any ADA violation automatically an Unruh violation, with statutory damages set at a minimum of USD 4,000 per offense. That arithmetic is why California, and Southern California specifically, produces an outsized share of website accessibility claims, and why a hotel booking widget that traps keyboard focus is a real financial exposure rather than a technical debt ticket. The practical standard applied in these matters is WCAG, generally version 2.1 at Level AA. We build to that standard rather than remediating toward it: semantic HTML, proper heading order, visible focus indicators, keyboard operability on every interactive element including custom date pickers and modals, accessible names on form controls, contrast ratios checked against real brand colors, and captions on video. We verify manually with VoiceOver and NVDA and deliver a written conformance report. We are engineers, not your counsel, and we say so.

The Department of Justice published a final rule on April 24 2024 adopting Web Content Accessibility Guidelines version 2.1 Level AA as the technical standard for websites and mobile applications of state and local government entities under Title II of the ADA. The original compliance date for public entities serving populations of 50,000 or more was April 24 2026. On April 20 2026 the Department published an interim final rule extending that by a year, so entities of 50,000 or more now have until April 26 2027, and smaller entities and special district governments until April 26 2028. That extension is a schedule change, not a reprieve: the standard is unchanged, and private litigation under Title II and the Unruh Act continues regardless of the rule's compliance date. For San Diego public entities the practical work is the same either way. Inventory every web property and mobile app, including third-party services embedded into them, since vendor content is generally the entity's responsibility. Test against WCAG 2.1 AA with real assistive technology. Fix document accessibility, which for public entities usually means a large backlog of untagged PDFs. Then establish an ongoing governance process, because a site that passes once drifts within two content cycles.

Treat Spanish as a first-class locale, not a translation layer. San Diego and Tijuana form one of the most integrated cross-border metropolitan areas in the world, with substantial daily movement of workers, students, patients, and shoppers through San Ysidro and Otay Mesa, and the Otay Mesa East port of entry expected to add capacity. Technically that means locale-prefixed routing with proper hreflang pairs covering en-US and es-MX plus an x-default, translated URL slugs rather than English slugs with Spanish content, localized page metadata and structured data, and a language selector that persists a choice rather than inferring one from IP geolocation, which fails constantly for border traffic. Content-wise it means human translation and local review, particularly for healthcare, legal, and financial content where machine translation produces confidently wrong terminology. Practical details matter more than they look: phone number formats and country codes, currency display for buyers comparing across the border, address forms that accept Baja California states and Mexican postal codes, and date formats. We also weight performance testing toward mobile networks on the Mexican side, which are frequently the constraint that determines whether a booking flow completes.

Most website CCPA problems are third-party tag problems. The CCPA as amended by the CPRA gives California residents the right to opt out of the sale or sharing of personal information, and sharing is defined broadly enough that common advertising pixels qualify. California treats the Global Privacy Control browser signal as a valid opt-out request, so a compliant site must detect and honor it automatically, not merely offer a footer link. We start with a full tag inventory, since a typical inherited site carries several trackers nobody on the current team remembers adding. Then we implement consent and preference management that actually gates script loading rather than firing tags and setting a cookie afterward, wire the do-not-sell-or-share preference through to advertising partners, and document the data flows. For healthcare properties we go further and keep third-party tracking entirely off authenticated pages, symptom or condition pages, and appointment flows, since regulators have treated that combination as a disclosure of health information. We deliver a written data map covering every script, what it collects, where it sends data, and under what legal basis it runs.

Potentially, and it is worth understanding rather than ignoring, because a lot of marketing sites now publish AI-generated imagery, audio, and video. The California AI Transparency Act was enacted as SB 942 in 2024 and requires covered providers of generative AI systems above a user threshold to offer a free AI detection tool and to attach both manifest and latent disclosures, meaning a visible marking option plus embedded provenance metadata, to content their system generates. AB 853, signed October 13 2025 as Chapter 674 of the 2025 statutes, pushed the operative date of that chapter to August 2 2026 and extended the framework outward on a staggered clock: generative AI hosting platforms and large online platforms above two million unique monthly users become operative January 1 2027, and capture-device manufacturers January 1 2028. Separately, AB 2013 took effect January 1 2026 and requires developers of generative AI systems made available to Californians to publish a high-level summary of their training data. These obligations bind AI providers and platforms rather than an ordinary business publishing a website, but they change your vendor questions and they set an expectation. Our practical recommendation for San Diego marketing sites is to retain C2PA provenance metadata on AI-generated assets instead of stripping it during image optimization.
