Service Overview

Web Development Solutions for Detroit Businesses

Web work in Detroit divides into three audiences that almost never share a vendor, and the constraints differ sharply across them. Public sector and civic sites, meaning the City of Detroit, Wayne County, the Detroit Department of Transportation, Detroit Public Schools Community District, and the regional authorities, now sit under a hard federal accessibility deadline. Enterprise and institutional sites, meaning Henry Ford Health, Corewell Health, the Detroit Medical Center, Blue Cross Blue Shield of Michigan, DTE Energy, Wayne State University, and the automakers with their dealer and supplier portals, carry brand governance, multilingual requirements, and security review. Commercial and consumer sites, meaning Shinola, Carhartt in Dearborn, Little Caesars and the wider Ilitch properties, StockX, and the restaurant and retail base across the metro, live and die on conversion and Core Web Vitals. The federal deadline is the one that changes plans. The Department of Justice web rule under ADA Title II makes WCAG 2.1 Level AA the binding technical standard for public entities, and an April 2026 interim final rule pushed the compliance date for larger governments to April 26 2027, which puts Detroit, Wayne County, and the transit and school authorities on a dated obligation rather than a best practice. The FAQ below sets out the rulemaking and both compliance tiers in full. Codazz builds and rebuilds these sites from Edmonton and Chandigarh, without a Detroit office, and we scope accessibility as engineering work with a date attached rather than as a plugin.

What We Build

Web Development Services We Offer in Detroit

Our Detroit web work covers four things. Accessibility remediation and rebuild is the largest right now, driven by the ADA Title II timeline: an audit against WCAG 2.1 Level AA using both automated tooling and manual keyboard and screen reader testing, a prioritized remediation plan tied to the compliance date, the engineering work itself, and a documented conformance statement your legal office can hold. Marketing and content sites cover design, build, headless content modelling, and editorial workflow for teams who publish daily rather than quarterly. Application front ends cover authenticated experiences: patient portals, member and benefits portals, dealer and supplier portals, permit and service request flows, and account areas where the design system and the state management matter more than the homepage. Performance and Core Web Vitals work is a standalone service because it is usually a measurement and architecture problem rather than a redesign problem. Every engagement ships with a component library, documented content model, an accessibility test suite wired into CI, analytics with consent handling, and a handover session with the people who will actually maintain the site, which is often a two person communications team rather than a development shop.

Industry Expertise

Web Development for Detroit's Key Industries

Public sector and civic work carries the ADA Title II deadline, records retention obligations, plain language expectations, and the reality that a resident using a city service page is often on an older Android phone over a constrained connection, which makes performance an equity issue rather than a metric. Healthcare web work for Henry Ford Health, Corewell Health, and the Detroit Medical Center carries HIPAA implications the moment a form collects anything about a condition, plus the well documented litigation risk around third party tracking pixels on pages tied to health topics, so we default to server side analytics and strict consent gating on those paths. Higher education work for Wayne State University and the regional colleges carries accessibility obligations under Section 504 and Title II, heavy multilingual and international audiences, and decentralized publishing across departments. Automotive and supplier work covers dealer locators, configurators, supplier portals, and recall and service information pages where accuracy and structured data matter. Retail and hospitality work across the metro, from Eastern Market businesses to the Ilitch venues, is judged on conversion, local search visibility, and page speed on mobile.

Our Process

Our Web Development Development Process

Web projects in this market usually fail on governance rather than on code, so our process is built around the people who will own the site after launch. Detroit is Eastern Time and our Edmonton team sits two hours west of it, with Chandigarh running the overnight window, which for a communications director means comments left at the end of a Detroit workday are usually answered in a build by the next morning. Discovery starts with an audit rather than a mood board. We crawl what exists, measure real user Core Web Vitals from field data rather than a lab score, run an accessibility baseline, inventory the content, and identify what actually gets traffic, because most institutional sites in this market carry hundreds of pages nobody reads and a dozen that carry everything. Content modelling comes before visual design, because a content model built to fit a comp is a content model your editors will fight for years. Build runs on a per-template cadence rather than a page cadence, with each template reviewed on a live preview URL by the editors who will fill it, because a layout that reads well with placeholder copy often collapses under a real fifty word program title. Accessibility testing runs continuously with axe in CI plus manual keyboard and screen reader passes each sprint, not a single audit at the end when fixes cost the most. Launch includes redirect mapping, structured data validation, and a rollback plan.

Technology

Technologies We Use for Web Development

Next.js is our default for anything with authenticated views, dynamic content, or a lot of routes, and Astro is our default for content heavy marketing and institutional sites where shipping almost no JavaScript is the fastest path to good Core Web Vitals. Content lives in a headless CMS, usually Sanity, Contentful, or Payload, and we still build on WordPress when a communications team is genuinely productive in it and a rip and replace would cost them more than it gains. Hosting is Vercel, Netlify, or Cloudflare Pages for most sites, with AWS Amplify or containers on AWS us-east-2 in Ohio, the nearest region to Detroit, when infrastructure has to sit inside an existing account. Google us-east5 in Columbus and Azure North Central US in Illinois are the equivalents for shops standardized elsewhere. Edge caching through Cloudflare or the platform CDN keeps time to first byte low across Michigan and Ontario. Styling is Tailwind with design tokens exported from Figma so the component library and the design file do not drift. Accessibility tooling is axe-core in CI, Pa11y for scheduled crawls, plus manual NVDA and VoiceOver passes. Analytics runs through a consent aware layer, and structured data uses schema.org types validated against Google's Rich Results Test before launch.

Why Choose Us

Why Detroit Businesses Choose Codazz for Web Development

We combine world-class engineering with local market understanding to deliver web development solutions that drive real business outcomes.

ADA Title II On A Real Deadline

The DOJ web rule adopts WCAG 2.1 Level AA, and the April 2026 interim final rule moved compliance for entities over 50,000 population to April 26 2027. Detroit, Wayne County, DDOT and the school district sit in that bucket. We scope PDFs, embedded widgets, video captions and maps, not just HTML.

🈯

Genuine Multilingual Builds

Arabic, Spanish and Bengali locales built into the content model as first-class versions with human review, real right-to-left layout using logical CSS properties, correct lang and dir attributes, and hreflang emitted for search. Not a translation widget bolted onto an English page.

Field Data, Not Lighthouse Theatre

Core Web Vitals work starts from Chrome User Experience Report field data. LCP through edge caching, image handling and font preloading. INP through removing main-thread blocking scripts. CLS through reserved space. Then a performance budget in CI so the next marketing tag fails the build.

🔎

Tracking Risk Taken Seriously

Michigan's Preservation of Personal Privacy Act carries a private right of action over records identifying customers with books, recordings or video. Health-topic pages carry separate federal exposure. Sensitive paths get server-side analytics, consent gating, and no third-party marketing tags by default.

📍

Local Expertise

Our team understands the regulatory landscape, business culture, and user expectations specific to your city. We combine global engineering standards with hyper-local market knowledge to build products that resonate with your target audience from day one.

📈

Proven Track Record

With 500+ projects delivered across 24 countries since 2018, we bring battle-tested processes and domain expertise to every engagement. Our client retention rate of 94% speaks to the long-term partnerships we build, not just one-off projects.

👥

Dedicated Team

Every project gets a dedicated cross-functional team including a project manager, lead architect, senior developers, QA engineers, and a DevOps specialist. No freelancers, no outsourcing your project to third parties - your team is your team throughout.

🛠️

Post-Launch Support

Our relationship does not end at deployment. We provide 90 days of complimentary post-launch support, proactive monitoring, performance optimization, and a dedicated Slack channel for your team. Most clients continue with our maintenance retainer plans.

Fixed fee against a signed statement of work, in bands. A focused marketing site, meaning ten to twenty five templated pages, a headless CMS, a component library, analytics with consent handling, and accessibility built to WCAG 2.1 Level AA, runs USD 25,000 to 70,000 over six to twelve weeks. An institutional or multi department site, meaning a hundred plus pages, multiple content types, editorial workflow with approvals, search, multilingual support, and a migration from an existing platform, runs USD 70,000 to 220,000. An application front end with authenticated views, a real design system, and integration into a backend such as a patient portal, a permit system, or a dealer portal runs USD 150,000 to 500,000 depending on how many states and flows the interface has to handle. A standalone accessibility remediation program for an existing public sector site typically runs USD 30,000 to 120,000 depending on page count and how much of the content is PDFs, which are usually the worst part. The number that surprises institutional buyers is almost never the template count, it is the document backlog: a public sector site carrying two thousand untagged PDFs can cost more to remediate than the site around it, so we inventory and price documents separately instead of folding them into a page estimate. We deliver from Edmonton and Chandigarh.

The Department of Justice published its final rule on nondiscrimination on the basis of disability and accessibility of web information and services of state and local government entities on April 24 2024, effective June 24 2024. It revises the Title II regulation to adopt WCAG 2.1 Level AA as the technical standard for web content and mobile applications offered by public entities. On April 20 2026 the Department published an interim final rule, effective on publication, extending the compliance dates. Public entities with a total population of 50,000 or more now have until April 26 2027, moved from April 24 2026. Public entities under 50,000 and special district governments now have until April 26 2028, moved from April 26 2027. The City of Detroit, Wayne County, the Detroit Department of Transportation, and the school district all fall in the larger population bucket, so April 26 2027 is the operative date. In practice the heavy lifting is not the homepage. It is PDFs, embedded third party widgets such as payment and permitting systems, video captioning, dynamic tables, and maps. We scope those explicitly, because a team that only remediates HTML will fail an audit on the documents.

They can, and the risk is a front end implementation detail rather than a policy question. Michigan's Preservation of Personal Privacy Act, 1988 PA 378, reaches businesses that sell, rent, or lend books, recordings, or video, and it carries a private right of action, so a site in those categories has to be audited at the tag level. The pattern that draws claims is mundane: a marketing pixel fires on a product or article page and ships an identifier, a cookie value, or an advertising ID in the same request as the page URL or title. Nobody decided to disclose anything. A tag manager container inherited a default, or a vendor script started sending the referrer. That is why we treat this as an engineering audit, reading what each tag actually transmits in the network panel rather than trusting the vendor's description of it. Health system pages carrying third party trackers on condition specific content have generated separate and substantial federal exposure through the same mechanism. Our defaults are server side analytics, consent gating before any non essential tag loads, no third party marketing tags on sensitive paths, and a CI check that fails the build when a new script appears on a restricted route.

By working from field data instead of lab data. The Chrome User Experience Report reflects what real visitors on real devices experienced, and it is the dataset that matters. Lab tools are diagnostic, not a target. For Largest Contentful Paint the wins in this market are almost always the same: the hero image is unoptimized and not preloaded, fonts block rendering, and the server is slow because the page is rendered on demand instead of cached at the edge. We fix those with modern image formats and correct sizing, font preloading with a sensible fallback, and static generation or edge caching. For Interaction to Next Paint, which replaced First Input Delay as a Core Web Vital, the fix is nearly always less JavaScript: removing analytics and chat widgets that block the main thread, breaking up long tasks, and deferring anything below the fold. For Cumulative Layout Shift the fix is explicit dimensions on media, reserved space for ads and embeds, and never injecting a banner above existing content. Then we set a performance budget in CI so the next marketing tag someone adds fails the build instead of the quarterly report.

Metro Detroit has one of the largest Arabic speaking populations in the United States, concentrated in Dearborn and Hamtramck, alongside significant Bengali and Spanish speaking communities, with Southwest Detroit long established as a Spanish speaking neighborhood. For a city service, a health system, or a school district site that is not a nice to have, it is whether people can use the service. Machine translated widgets bolted onto an English site are the wrong answer, because they translate navigation inconsistently, break screen reader language announcement, and produce nonsense on the pages that matter most, such as benefits eligibility and medical instructions. We build translation into the content model so each locale is a first class version with its own editorial workflow and its own review by a human translator, with fallback rules defined per field rather than per page. Arabic requires genuine right to left support in the layout, which means logical CSS properties, mirrored icons, correct bidirectional handling of mixed content such as phone numbers, and testing with real Arabic strings rather than placeholder text. The HTML lang and dir attributes get set correctly so assistive technology switches voice, and hreflang tags get emitted so search engines serve the right version.

It depends entirely on who maintains the site, and we will tell you to stay if that is the honest answer. WordPress is the right call when a small communications team, often one or two people, publishes frequently, relies on a familiar editor, and needs plugins for events, forms, and directories. Moving that team to a headless stack they do not know produces a beautiful site that goes stale in four months. What we do in that case is harden what exists: a purpose built block theme instead of a page builder, plugin count cut hard, managed hosting with a real staging environment, image optimization, edge caching, and automated updates with rollback. Headless is the right call when the site feeds multiple front ends, when content is shared with a mobile app or kiosk, when editorial workflow needs approvals and scheduled multi locale publishing, when performance requirements are strict, or when the security review will not accept a plugin ecosystem. Public sector and health system procurement increasingly falls into that second category. The deciding question is not which stack is better. It is who is going to press publish on a Tuesday afternoon in eighteen months.
