The Personal Information International Disclosure Protection Act has been in force since November 15 2006 and was amended in 2010. Its core rule is that personal information in the custody or under the control of a Nova Scotia public body must be stored only in Canada and accessed only in Canada, with narrow exceptions including consent given in the prescribed manner, disclosures the Act itself authorises, and approval by the head of the public body where operational necessity requires it. Critically, it reaches service providers and their employees and associates directly, and it carries notification duties where a foreign authority demands disclosure. So the honest answer about our delivery model is a clear one. On PIIDPA-constrained systems our Chandigarh team does not access production, does not access personal information, and does not hold administrative credentials. That team works on non-production code against synthetic data, and every path to real data terminates with Canadian-resident staff in Canadian regions. We enforce it in the identity provider, in network policy and in the deployment pipeline rather than in a policy document, and we write the limitation into the statement of work so your privacy officer can rely on it.

We use the strangler pattern, and the discipline is in the sequencing. First we put an anti-corruption layer in front of the legacy system: an API facade that expresses the domain the way the business talks about it, translating into whatever the old system actually does, so new work stops inheriting old modelling mistakes. Then we set up change data capture, usually with Debezium, so the new system can hold a live read model without the legacy application knowing or caring. We migrate read paths first, because they are reversible and prove the model without risking a write. Then we move write paths one bounded context at a time, running both systems in parallel with reconciliation until the numbers match for a full reporting cycle. Traffic shifts incrementally behind a feature flag so a rollback is a configuration change rather than a weekend. The legacy system is decommissioned module by module, and it is normal for it to keep running for two years while shrinking. This costs more in total engineering hours than a rewrite would in theory, and it is far cheaper than the rewrite that fails, which is the outcome for most public sector big-bang replacements we get called in to rescue.

Two things dominate: the messaging reality and the custodial obligations. On messaging, the installed base in Canadian health systems is HL7 version 2 over lower-layer protocol interfaces, and that is what most integrations still speak for admissions, discharges, transfers, orders and results. New interfaces should be FHIR R4 where the counterparty supports it, with the relevant interoperability profiles for document and imaging exchange, and a translation layer between the two is usually part of the build rather than an optional extra. On obligations, Nova Scotia's Personal Health Information Act governs custodians and imposes explicit safeguard requirements on electronic information systems, with associated electronic health record regulations. Practically that means personal health information is encrypted at rest and in transit, access is role-based and logged at the record level so you can answer who viewed what and when, retention and disposal are implemented as scheduled jobs with evidence, and a privacy impact assessment is completed before go-live rather than after. Combine it with PIIDPA and the hosting and staffing question is settled: Canadian regions, Canadian-resident administrators, and no offshore support access to production.

You can, and the legal position needs to be stated accurately because a lot of vendor material gets it wrong. Canada currently has no comprehensive federal artificial intelligence statute. Bill C-27, which contained the Artificial Intelligence and Data Act, never got past committee in the House of Commons and died when Parliament was prorogued in January 2025. Bill C-26, which would have created the Critical Cyber Systems Protection Act, likewise never received royal assent and died with Senate amendments still pending from December 2024. So nobody should be told they are complying with AIDA, because there is nothing to comply with. What actually governs an AI feature here is existing law and existing policy: PIPEDA for private-sector personal information, Nova Scotia's Personal Health Information Act where clinical data is involved, PIIDPA where a public body's personal information is in scope, federal privacy commissioner guidance, Quebec's Law 25 requirement to inform individuals about decisions made exclusively by automated processing if you have Quebec users, and increasingly strict procurement terms. We build to that reality with data classification before model selection, in-Canada inference where residency applies, retention limits on prompts and outputs, human review on any consequential decision, and logging that survives an access request.

More than most buyers expect, and retrofitting is far more expensive than building it in. Nova Scotia's Accessibility Act commits the province to an accessible Nova Scotia by 2030, the built environment standard is already law, and standards covering information and communication, goods and services, employment, education and public transportation are being developed, so a system procured now will very likely be assessed against the information and communication standard within its operating life. Public sector buyers here already write WCAG 2.1 level AA into requirements as a matter of course, and universities and health authorities will test it. If the organisation is federally regulated, which covers the Halifax Port Authority, banks, telecommunications and interprovincial transport, the Accessible Canada Act adds its own planning, feedback and reporting duties. We build to WCAG 2.1 level AA as the default: semantic markup, keyboard operability for every interaction, visible focus, colour contrast checked against real palettes rather than assumed, form errors announced to assistive technology, and no reliance on colour or motion alone.
