The reason this is an ERP problem rather than a sustainability-team problem is that the underlying data lives in your ERP: purchased energy on utility invoices in accounts payable, fuel and fleet consumption, freight and drayage records, supplier spend by category for Scope 3 estimation, and refrigerant and process emissions from plant maintenance records. We build the capture at the transaction level, tag the source records, and produce a defensible audit trail, rather than letting a consultant rebuild a number from spreadsheets each spring.

By treating access control as a data model problem rather than a role assignment.
