Agent demand in this city splits between AMF-supervised insurance and wealth automation, French-first commercial and public-sector workflows, and the product engineering clusters that ship globally from the provincial capital. What those three have in common is that the agent is rarely the interesting part; the corpus, the tool catalogue and the escalation path are. We build bilingual document intelligence agents over insurance forms, serialisation records and supplier capability files. We build multi-tool research and retrieval agents against controlled bilingual corpora, exposed through Model Context Protocol servers so the tool surface is enumerable and reviewable rather than hidden inside a prompt. We build triage and underwriting copilots that keep a human as the decision maker and record which retrieved passages informed a recommendation. We build customer service agents that hold French as the default and fall back to English only where a cross-border integration requires it. Orchestration defaults to LangGraph, AutoGen or Microsoft Semantic Kernel; evaluation runs Ragas, DeepEval and LangSmith against French and English corpora that are scored separately, because an aggregate score hides a French regression. Every engagement ships a bilingual model card, a Loi 25 privacy impact assessment, a francisation evidence pack covering the agent interface and the operator tooling, and the outsourcing documentation an AMF-supervised client's risk function will ask for.
We run discovery, design, build and operate on Eastern Time, with French as a working language for design reviews, runbooks and change records rather than only for the customer-facing surface. Discovery opens with a Loi 25 privacy impact assessment, a francisation review that covers the operator tooling and not just the chat window, a third-party risk review where the agent supports an AMF-supervised activity, and a written statement of which decisions the agent is permitted to make alone, which is usually none. We map each principle of the Montréal Declaration for Responsible Development of Artificial Intelligence, developed at Université de Montréal and signed in 2018, onto a concrete artefact, because Québec public-sector tenders and several regulated buyers reference it directly in their evaluation criteria. Build sprints are two weeks with bilingual demos. Evaluation runs Ragas, DeepEval and LangSmith on separated French and English test sets, plus a red-team suite for prompt injection and tool poisoning that includes French-language payloads, since an English-only filter set misses attacks written in French. Operate covers continuous evaluation, drift detection on the tool catalogue and the document corpus, human review gates with recorded overrides, and a breach-notification rehearsal so the privacy officer has run the process before they need it.
We sit with the people doing the work in {city} and record the real process — including the exceptions they handle by instinct, which are exactly what kill naive automations.
Every system the agent touches gets a typed, permission-scoped tool with its own rate limit and rollback path. The agent gets a narrow set of verbs, never raw admin access.
The agent is built alongside its evaluation suite from day one, using real tasks from your business with verified outcomes. Every change is scored before it ships.
The agent runs against live traffic but commits nothing. We compare its proposed actions to what your team actually did and tune until agreement is high enough to trust.
Autonomy is released by risk band — reversible actions first, irreversible ones keeping a permanent human gate. Then we monitor completion rate, escalations, latency and spend.
Québec City agent workloads land on a small set of Canadian regions. AWS ca-central-1 in Montreal gives three availability zones inside Quebec and is our usual primary. Google Cloud northamerica-northeast1 is also in Montreal. Azure Canada East is physically in Quebec City, which reads well in a tender, but it does not offer availability zones and is paired with Canada Central in Toronto, so choosing it as primary trades zone-level resilience for a postal code; we normally run production in a zone-capable Canadian region and document the residency reasoning. For the model layer we use Anthropic Claude through Amazon Bedrock in ca-central-1, Azure OpenAI in the Canadian regions, Cohere's Canadian endpoints where sovereignty is contractual, and self-hosted open-weight models on Canadian GPU capacity where a cross-border transfer assessment under Loi 25 rules out a hosted API. French quality is benchmarked explicitly rather than assumed, on test sets that include Québécois vocabulary, insurance terminology and the domain language of the client's own corpus. Vector storage runs pgvector on managed PostgreSQL, Azure AI Search or Qdrant. Guardrails run NeMo Guardrails, Lakera or Microsoft Prompt Shields with a French pattern library on top. Pricing is quoted in Canadian dollars with GST and QST handled at invoice.
