Scope drives everything, and anyone quoting a number before a fit-gap is guessing. Honest bands, in US dollars, for the delivery work only: a discovery and fit-gap engagement that produces a design document, a data quality assessment, a control matrix and a defensible plan runs USD 40,000 to 90,000 over four to eight weeks. You do not hard-code New York tax rules into an ERP, because the combined rate depends on the state rate plus county and city local rates plus the Metropolitan Commuter Transportation District surcharge, and because product taxability in New York is genuinely awkward: clothing and footwear below the statutory threshold are exempt from state sales tax while local treatment varies by jurisdiction. We integrate Avalara AvaTax or Vertex, drive taxability from a maintained product tax category on the item master, and use address validation so a delivery in Queens does not get taxed at an upstate rate. Nexus is configured per state from your actual physical presence and economic thresholds, and reviewed when you open a warehouse or hire a remote employee somewhere new. Exemption certificates are stored against the customer with expiry tracking so an expired certificate blocks an exempt sale instead of creating an assessment two years later. Three things, and a general-purpose ERP fails at all of them without heavy work. First, the style, color and size matrix: an apparel item is not one SKU, it is a grid, and planners buy, allocate and report at the style level while the warehouse picks at the size level. The legacy system stays read-only for the retention period rather than being switched off.
