Service Overview

Web Development Solutions for Portland Businesses

Web work in Portland is judged against an unusually high consumer bar, because the brands headquartered here set it. Nike in Beaverton runs one of the most-watched direct-to-consumer digital operations in retail. adidas America operates its North American headquarters in North Portland. Columbia Sportswear in Beaverton, Keen and Danner in Portland, and Leatherman on the east side all sell technical product where the specification page is the sale. Food and beverage brands including Bob's Red Mill, Dave's Killer Bread and Tillamook run national ecommerce and content operations from the metro. On the other side of the market sit institutions with different obligations: OHSU, Providence, Legacy Health and Kaiser Permanente Northwest publish patient-facing content under HIPAA, Portland General Electric and NW Natural run customer portals and outage communications, TriMet publishes transit information the region depends on, and the City of Portland, Multnomah County and Portland State University publish under public-sector accessibility rules. Codazz builds and rebuilds these sites around four things that decide whether the launch holds up: the Oregon Consumer Privacy Act, SB 619, signed July 18 2023 with its obligations operative from July 1 2024, whose universal opt-out recognition requirement became mandatory on January 1 2026 and lands squarely in your tag manager; HB 2008's January 1 2026 ban on selling precise geolocation and on profiling consumers under 16; WCAG 2.1 Level AA as the working accessibility standard, which the Department of Justice's ADA Title II rule now makes explicit for state and local government web content; and Core Web Vitals including INP as the performance contract. Oregon charges no state sales tax, which is pleasant for Oregon shoppers and irrelevant to your checkout, because economic nexus still creates collection duties in most other states. On delivery we are plain: Codazz keeps no Portland office, and this work is built in Edmonton and Chandigarh. Edmonton runs on Mountain Time, one hour ahead of Pacific, so a 9:00 AM Portland call is 10:00 AM for our leads, and Chandigarh covers the overnight window.

What We Build

Web Development Services We Offer in Portland

We build four kinds of web project in this market. Direct-to-consumer commerce for apparel, footwear, outdoor and food brands, usually headless: Shopify with Hydrogen or a custom Next.js storefront against the Storefront API, with product data, size and fit content, and technical specification tables treated as first-class rather than as PDP filler. Marketing and brand sites where the constraint is that a content team ships weekly without a developer, which means a real content model in Sanity, Contentful or Payload and a preview workflow that works. Institutional and public-sector sites where accessibility, plain language, records retention and multilingual delivery are requirements rather than nice-to-haves, and where Spanish, Vietnamese, Russian, Chinese and Somali language support reflects the actual population of Multnomah and Washington counties. Customer portals and authenticated web applications for utilities, insurers and health systems, where the work is identity, entitlement, accessibility and audit rather than visual design. Every project ships with a Core Web Vitals budget agreed before the design is signed off, an accessibility audit against WCAG 2.1 Level AA using both automated and manual keyboard and screen-reader testing, an OCPA-ready consent and tag inventory, and analytics that survive the consent layer instead of quietly breaking under it.

Industry Expertise

Web Development for Portland's Key Industries

Athletic, outdoor and apparel commerce is the anchor category here, and it has specific demands: size and fit content that reduces returns, technical specification presentation for footwear and gear, high-resolution imagery delivered without destroying LCP, launch-day traffic spikes for limited product drops, and international storefronts. Food and beverage brands need recipe and nutrition content architectures, retailer locator tools and syndication to grocery partners. Healthcare web work for OHSU, Providence, Legacy Health and Kaiser Permanente Northwest is dominated by provider directories, service-line content, appointment entry points and the strict separation between marketing analytics and anything that could become protected health information, which rules out casual pixel deployment on authenticated or symptom-related pages. Utilities and public services, including Portland General Electric, NW Natural and TriMet, need outage and service-alert delivery that stays up when traffic multiplies, plus accessibility that holds under stress. Public-sector work for the City of Portland, Multnomah County, TriMet and Portland State University adds WCAG 2.1 Level AA obligations under the Department of Justice's ADA Title II web rule, multilingual delivery, and public-records retention. Higher education and research sites for Portland State, OHSU and Reed College add FERPA-aware handling of any student data collected through web forms.

Our Process

Our Web Development Development Process

We start with a measurement baseline rather than a moodboard: current Core Web Vitals from field data, not lab scores, an accessibility audit of the existing site, a tag and third-party script inventory, and a crawl showing what search engines actually see. That baseline becomes the contract, because a redesign that looks better and loads worse is a loss. Discovery then runs the Oregon compliance pass: which third-party scripts collect personal data, whether any of them touch precise geolocation now that HB 2008 bans its sale as of January 1 2026, whether the site can identify and exclude consumers under 16 from targeted advertising and profiling, and how the site will honor universal opt-out signals as the OCPA has required since January 1 2026. Design and build run in two-week sprints with Thursday reviews at 2:00 PM Pacific on a real staging URL your team can open on their own phones. Accessibility testing happens in every sprint, not in a pre-launch scramble, because keyboard traps and focus-order problems are cheap to fix in a component and expensive to fix in a finished page. Launch includes a redirect map, a rollback plan and a post-launch field-data check at week two.

Technology

Technologies We Use for Web Development

Next.js with the App Router and React Server Components is the default, because it lets us push most rendering to the server and keep client JavaScript small, which is what actually moves INP. Static and incremental static regeneration handle content pages; server-side rendering handles personalized and authenticated views. Astro is the better answer for content-heavy institutional sites where interactivity is localized, and we use it when it is. Commerce runs on Shopify with Hydrogen and Oxygen, or on a headless Shopify backend behind a Next.js storefront when the brand needs full control of the front end. Content lives in Sanity, Contentful, Payload or Storyblok with a preview environment editors trust. Hosting is Vercel, AWS Amplify or CloudFront in front of S3 and Lambda; AWS us-west-2 is physically in Oregon, so origin round trips from the Portland metro are genuinely short, and Cloudflare or CloudFront handles edge caching and image transformation. Styling is Tailwind with a token layer so brand teams can enforce their own system. Testing is Playwright for end-to-end flows, axe-core in CI for accessibility regressions, and Lighthouse CI plus real-user monitoring through New Relic, Datadog or Vercel Analytics for the field data that Google actually ranks on.

Why Choose Us

Why Portland Businesses Choose Codazz for Web Development

We combine world-class engineering with local market understanding to deliver web development solutions that drive real business outcomes.

🌧️

GPC Enforced by a Failing Test

Oregon has required universal opt-out recognition since January 1 2026. We wire Global Privacy Control into a single consent state that every tag reads, then add a Playwright run that fails the build if any categorized vendor request escapes an opted-out session. A compliance fact, not a compliance claim.

👟

Brand-Grade Imagery Without the INP Hit

Footwear and outdoor brands here live on large photography. AVIF with WebP fallback through an image CDN, correct breakpoints, preloaded and never lazy-loaded LCP elements, server components instead of client JavaScript, and a performance budget enforced in CI so month three still passes.

WCAG 2.1 AA Tested by Hand

Automated scanning catches about a third of real issues. We add full keyboard traversal, VoiceOver and NVDA passes, focus-order and contrast review against the real palette, 200 percent zoom and 320 pixel reflow, then fix at the component level so one correction applies across every page.

🗺️

Migrations That Keep Their Rankings

Full pre-launch crawl, a tested redirect suite covering every changed URL, ported and validated structured data, regenerated sitemaps, a robots review so staging noindex never ships, and daily Search Console monitoring for two weeks with a rollback path held open the entire time.

Ask a Question

Ranges tied to scope. A well-built marketing site with a real content model, custom design, a component library, accessibility testing and a performance budget typically runs USD 25,000 to 70,000. A headless commerce build on Shopify with Hydrogen or a custom Next.js storefront, including product data modeling, size and fit content, search, checkout customization and third-party integrations for reviews, loyalty and subscriptions, typically runs USD 70,000 to 220,000. A large institutional site or a customer portal, meaning authentication, entitlements, multilingual content, accessibility conformance and integration into a CRM, billing system or health system directory, runs USD 150,000 to 500,000 and up. Ongoing support and iteration is usually 15 to 25 percent of build cost annually. Rebuilds of existing sites often cost less than expected when the content model is sound and more than expected when it is not, which is why the assessment comes first. Design and front-end rates in this market run well under Bay Area equivalents. Oregon has no state sales tax, so an Oregon shopper pays none, but your checkout still needs correct tax calculation for the states where you have economic nexus.

Practically, four things. First, a privacy notice that actually describes the categories of personal data you collect, the purposes, the categories you sell or share, and how consumers exercise their rights, written to match what your tag manager is really doing. Second, working mechanisms for access, correction, deletion, portability and opt-out, plus Oregon's distinctive right for a consumer to obtain a list of the specific third parties, other than natural persons, that received personal data, where the controller elects whether to answer for that consumer's data or for its disclosures generally. No other state grants that right in this form, and either answer requires a current inventory of every script, pixel and vendor. Third, opt-in consent before processing Oregon's sensitive categories, which include health condition, genetic and biometric data, precise geolocation, national origin, immigration status and status as transgender or nonbinary. Fourth, recognition of universal opt-out mechanisms, mandatory since January 1 2026, meaning your site must read Global Privacy Control signals and act on them across the tag layer, not just in a cookie banner. There is no private right of action here; the Oregon Attorney General enforces alone, seeks civil penalties of up to 7,500 dollars per violation, and since January 1 2026 no longer has to give you 30 days to cure first.

Consent has to be a service, not a banner. We read the Global Privacy Control header and the corresponding navigator property on every request, resolve it against any explicit choice the visitor has already made, and write a single authoritative consent state that everything downstream reads. Google Tag Manager runs in consent mode with triggers bound to that state rather than to a cookie the banner set. Server-side tagging, where a client uses it, reads the same state so an opt-out cannot be routed around by moving collection to the server. Analytics, advertising pixels, session replay, heatmaps, chat widgets and A/B testing tools each get an explicit category, because session replay on a health system page or a checkout is a different risk than page-view analytics. Then we add a regression test: a Playwright run that loads key pages with the opt-out signal set and fails the build if any network request goes to a categorized vendor. That test is the difference between a compliance claim and a compliance fact, and it is what an Oregon Department of Justice inquiry would effectively be checking.

WCAG 2.1 Level AA is the working standard for private-sector sites in Oregon and the explicit standard the Department of Justice's ADA Title II rule sets for state and local government web content, which covers the City of Portland, Multnomah County, TriMet, Portland State University and their vendors. Automated tooling catches roughly a third of real issues, so we run axe-core in CI to stop regressions and then do the manual work that finds the rest: full keyboard traversal of every interactive flow including modals, carousels, filters and checkout; screen-reader passes with VoiceOver on Safari and NVDA on Windows Firefox; focus visibility and focus-order review; contrast checks against the actual brand palette rather than the design file; form error handling announced to assistive technology; reduced-motion behavior; and 200 percent zoom and 320 pixel reflow testing. Video content needs captions and, for public entities, audio description considerations. We deliver a conformance report with severity ratings, and we fix issues in components so a fix applies everywhere rather than page by page.

Footwear, apparel and outdoor brands live on large photography, so the work is making that photography cheap rather than making it small enough to look bad. LCP: identify the hero element honestly with field data, preload it, serve AVIF with WebP fallback at correctly sized breakpoints through an image CDN, set fetchpriority high, and never lazy-load the LCP image. INP is where most brand sites now fail, and the cause is almost always client JavaScript, so we move rendering to server components, cut third-party scripts or defer them behind interaction, break long tasks with scheduler yielding, and audit every analytics and personalization tag for main-thread cost. CLS: explicit dimensions on all media, reserved space for banners and consent UI, and font loading with size-adjust descriptors so the fallback and web font occupy the same space. Then we hold the line with a performance budget enforced in CI and real-user monitoring, because a site that passes at launch and fails three months later after marketing adds four tags has still failed.

Yes, and the failure mode is always the same: a redesign ships, URLs change, redirects are incomplete, and traffic drops for a quarter. We prevent it with a pre-launch crawl of the existing site capturing every indexed URL, its status code, its title and meta description, its canonical, its structured data and its inbound internal links, then a redirect map covering every URL that changes, tested as a suite rather than spot-checked. Structured data is ported and validated: Product, Offer and Review markup for commerce, Organization and LocalBusiness where relevant, Article for editorial, FAQPage where it is genuinely used, and MedicalOrganization or Physician markup for health systems. Titles, headings and content depth are preserved or improved rather than trimmed for visual tidiness. XML sitemaps are regenerated and submitted, robots directives are reviewed so a staging noindex does not ship to production, which is the single most common launch-day disaster, and internal linking is audited so authority still flows. We monitor Search Console daily for the first two weeks and hold a rollback path the whole time.
