Service Overview

Web Development Solutions for Pittsburgh Businesses

Web work in Pittsburgh is shaped by two forces that rarely meet in one city: enormous institutional websites that thousands of people depend on daily, and a legal environment that treats web tracking more strictly than most of the country. On the institutional side, UPMC runs patient-facing web properties across more than 40 hospitals and hundreds of outpatient locations, Allegheny Health Network and Highmark Health run member and patient portals, PNC Financial Services and BNY run customer web at national scale, the University of Pittsburgh and Carnegie Mellon run sprawling academic web estates with thousands of editors, Giant Eagle and Dick's Sporting Goods in Coraopolis run commerce through peak seasons, and pittsburghpa.gov, alleghenycounty.us and Pittsburgh Regional Transit serve residents who have no alternative provider. On the legal side, Pennsylvania sits in the Third Circuit, which held in Popa v. Harriet Carter Gifts in 2022 that a website's use of a third-party session-replay tool can amount to interception under the Pennsylvania Wiretapping and Electronic Surveillance Control Act. That single decision makes analytics, session replay and advertising pixels a design decision here rather than a marketing checkbox. Accessibility is the other hard requirement: the Department of Justice web and mobile accessibility rule under ADA Title II, published April 24, 2024, sets WCAG 2.1 Level AA as the technical standard for state and local government web content and mobile apps, and an interim final rule published April 20, 2026 moved the compliance deadlines to April 26, 2027 for entities serving populations of 50,000 or more and April 26, 2028 for smaller entities and special districts. Pittsburgh and Allegheny County both sit in the earlier band. Codazz builds production web platforms for these organizations. Pennsylvania has no comprehensive consumer privacy statute, so we design against what actually binds you. Our engineers run Eastern Time from Edmonton, two hours behind Pittsburgh, hold design review Tuesdays at 11:00 AM ET, and hand overnight accessibility and performance work to Chandigarh so the next morning starts with fixed builds rather than a backlog.

What We Build

Web Development Services We Offer in Pittsburgh

We build four categories of web work in this market, and they have different definitions of done. Institutional and health system web means large content estates with many editors, strict accessibility obligations, patient-facing information that has to be accurate, and a tracking posture that survives both HIPAA scrutiny and Pennsylvania wiretap exposure. Higher education web means a Drupal or headless content estate spanning hundreds of departmental sites, single sign-on against the campus identity provider, FERPA boundaries wherever student information appears, and an editor experience good enough that faculty coordinators do not go build shadow sites. Commerce means catalog, search, checkout and peak-season resilience, with PCI DSS scope kept as small as possible by never letting card data touch your origin. Civic and public sector means the ADA Title II standard as a contractual requirement rather than an aspiration, plain-language content, and performance good enough on a five-year-old Android phone over a weak connection, because that is the actual device profile of the residents who need the service most. Every engagement includes an accessibility audit against WCAG 2.1 AA with keyboard and screen reader testing by a human, a Core Web Vitals budget, and a documented tracking inventory listing every third-party script, what it collects and the consent that permits it.

Industry Expertise

Web Development for Pittsburgh's Key Industries

Health care web is the heaviest segment. UPMC, Allegheny Health Network and Highmark Health run provider directories, service line content, scheduling entry points and patient portal front doors, where accessibility obligations, plain-language requirements, HIPAA-aware tracking and the reality that a confused patient calls a contact center all pull in the same direction. Higher education covers the University of Pittsburgh, Carnegie Mellon, Duquesne, Point Park, Robert Morris and the community college system, where the web estate is decentralized, the accessibility obligation flows from both the ADA and federal funding conditions, and admissions conversion is the metric leadership actually watches. Financial services covers PNC, BNY, Dollar Bank, First National Bank and Federated Hermes, where accessibility litigation risk, security review and content governance dominate. Retail and hospitality covers Giant Eagle, Dick's Sporting Goods, Kennywood, Rivers Casino Pittsburgh and the restaurant and tourism economy around VisitPittsburgh. Civic and transit covers pittsburghpa.gov, Allegheny County and Pittsburgh Regional Transit, all squarely inside the ADA Title II rule. Industrial and B2B covers EQT, CNX, Wabtec, Kennametal, Howmet Aerospace and the engineering supplier base, where the site's job is to survive a procurement search and produce a qualified inquiry.

Our Process

Our Web Development Development Process

Discovery starts with two audits rather than a moodboard. The first is an accessibility and content audit of what you already have, because most Pittsburgh web replatforms are driven by an accessibility obligation, a failed procurement review or a complaint, and knowing the actual defect profile changes scope. The second is a tracking audit: every third-party script currently on the site, what it captures, whether it can see form fields or URL parameters, and whether the consent flow you have would hold up under a Pennsylvania wiretap claim after Popa v. Harriet Carter Gifts. For health systems we extend that to the HHS Office for Civil Rights guidance on online tracking technologies, first published in December 2022 and revised in March 2024, noting that a federal court in Texas vacated part of it in 2024, which means the safe posture is architectural rather than dependent on the current state of the litigation. Design review runs Tuesdays at 11:00 AM ET, which is 9:00 AM MT for our Edmonton team. Build runs in two-week sprints with a staging environment your content team can use from week two. The Chandigarh team runs overnight automated accessibility scanning, visual regression and Lighthouse runs, so the morning starts with a defect list rather than a discovery exercise.

Technology

Technologies We Use for Web Development

Most Pittsburgh web builds land on Next.js with the App Router when the site needs application behavior, and on Astro when it is fundamentally content that should ship almost no JavaScript. Higher education and government estates frequently stay on Drupal for good reasons, since the editorial workflow, taxonomy and multi-site governance are genuinely strong, and we build decoupled front ends against Drupal's JSON:API when performance demands it. Content management otherwise runs on Sanity, Payload or Contentful. Commerce runs on Shopify with Hydrogen or on a headless commerce API, which keeps card data entirely out of your origin and keeps PCI DSS scope to a self-assessment questionnaire rather than a full audit. Hosting is Vercel or Cloudflare Pages for front ends. Origin region is close to a non-decision for a properly cached content site, since the overwhelming majority of requests should never reach the origin at all, so we place application origins wherever your existing infrastructure and data already sit rather than treating it as a fresh architectural choice. Edge caching runs through Cloudflare or the platform CDN with a documented invalidation strategy, because stale content on a hospital site is a real problem rather than a cosmetic one. Analytics defaults to a first-party, cookieless configuration using Plausible, Fathom or a self-hosted Matomo instance, with Google Analytics 4 added only behind explicit consent and never on pages carrying health or financial context.

Why Choose Us

Why Pittsburgh Businesses Choose Codazz for Web Development

We combine world-class engineering with local market understanding to deliver web development solutions that drive real business outcomes.

♿

ADA Title II Deadlines Tracked

The DOJ rule published April 24, 2024 sets WCAG 2.1 AA for public entity web and mobile apps, and the April 20, 2026 interim final rule moved deadlines to April 26, 2027 for populations of 50,000 or more. Pittsburgh and Allegheny County are in that band.

⚖️

Third Circuit Wiretap Aware

After Popa v. Harriet Carter Gifts, session replay and third-party scripts that can read form fields are consent-gated before load, not after. Analytics defaults to first-party and cookieless, and health or financial pages carry no third-party marketing tags at all.

⚡

Real-Device Performance Budgets

LCP under 2.5 seconds, INP under 200 milliseconds and CLS under 0.1, enforced by a bundle budget that fails pull requests rather than warns. Measured on the older Android hardware and weak connections that patients, residents and applicants actually use.

🏛️

Large Editorial Estates Handled

Health system, university and county web estates arrive with hundreds of distributed editors and decades of legacy content. We build fine-grained permission models, content moderation workflows, and incremental decoupling that lifts performance on the pages that matter without quietly moving editorial governance into somebody's calendar.

Local Expertise

Our team understands the regulatory landscape, business culture, and user expectations specific to your city. We combine global engineering standards with hyper-local market knowledge to build products that resonate with your target audience from day one.

Ask a Question

Four bands, and scope moves everything. A marketing or brochure site for a professional services firm or B2B manufacturer, with a content management system, a design system, accessibility conformance and analytics, typically runs USD 18,000 to 55,000. A mid-size institutional site with complex information architecture, a real editorial workflow, multiple content types, search and single sign-on integration typically runs USD 60,000 to 180,000. A large content estate replatform for a health system, university or public agency, including content migration, editor training, accessibility remediation of legacy material and a multi-year governance model, runs USD 200,000 to 700,000 and often runs across phases. Commerce sits alongside these: a headless commerce build with catalog, search, checkout and fulfillment integration typically runs USD 90,000 to 350,000 depending on catalog complexity and how many back-office systems it touches. Accessibility remediation of an existing site is priced separately after an audit, because the defect count varies enormously. The cost driver buyers consistently underestimate is content, not code: migrating, rewriting and re-tagging a legacy estate for accessibility and plain language routinely outlasts the build itself, so we scope content work as its own workstream with its own owner. We quote fixed fee against a signed statement of work.

For state and local government entities the answer is now specific rather than a matter of interpretation. The Department of Justice rule implementing ADA Title II for web content and mobile applications, published April 24, 2024, adopts WCAG 2.1 Level AA as the technical standard. An interim final rule published April 20, 2026 extended the compliance deadlines to April 26, 2027 for public entities serving populations of 50,000 or more and April 26, 2028 for smaller entities and special district governments. Pittsburgh and Allegheny County both fall in the earlier band, as do the transit authority and the school district. For private businesses the picture is less codified but not less risky: ADA Title III has generated sustained litigation nationally against inaccessible commercial websites, and courts routinely reference WCAG as the practical yardstick. Universities that take federal funding carry obligations under Section 504 and Section 508-adjacent expectations as well. Our practical position is that WCAG 2.1 AA is the floor for every build, verified with automated scanning plus manual keyboard-only and screen reader testing, because automated tools catch perhaps a third of real defects and the remaining two thirds are what people actually complain about.

Because Pennsylvania is an all-party consent state and the Third Circuit, which covers Pennsylvania, has applied that to websites. In Popa v. Harriet Carter Gifts, decided in 2022, the Third Circuit held that a retailer's use of a third-party session-replay and analytics service could constitute interception of electronic communications under the Pennsylvania Wiretapping and Electronic Surveillance Control Act, and it rejected the argument that the vendor was simply a party to the communication. That has produced a steady stream of claims against websites in this circuit. The practical consequences for a build are concrete. Session replay, chat widgets that record keystrokes, and any third-party script that can observe form input or query parameters are treated as consent-gated by default, not loaded on first paint. Consent is captured before the script loads rather than after, with a record of what was consented to and when. Analytics defaults to a first-party, cookieless configuration. Health and financial pages get a stricter posture where third-party marketing tags are simply excluded. None of this is legal advice, and your counsel makes the call, but the architecture should let them choose.

Conservatively, and structurally rather than by policy memo. The HHS Office for Civil Rights published a bulletin in December 2022, revised in March 2024, taking the position that online tracking technologies on covered entity web properties can disclose protected health information, and while a federal court in Texas vacated part of that bulletin in 2024, the underlying HIPAA exposure and the plaintiff bar's interest did not go away. Layer Pennsylvania's wiretap position on top and the safe design becomes clear. Pages that reveal a health condition by their existence, meaning service line pages, symptom content, provider search filtered by specialty, scheduling flows and anything behind a patient login, carry no third-party marketing or advertising tags at all. Measurement on those pages runs first-party and server-side, with identifiers that cannot be joined to an individual by a third party. General pages such as careers, newsroom and about content can carry a normal consented analytics stack. Every script is inventoried with its purpose, its data collection and the consent basis, and that inventory is a living document your privacy office signs rather than something the marketing team edits through a tag manager without review.

We build to Largest Contentful Paint under 2.5 seconds, Interaction to Next Paint under 200 milliseconds, and Cumulative Layout Shift under 0.1, measured on field data from real users rather than a lab score on a fast laptop. Interaction to Next Paint replaced First Input Delay as a Core Web Vital in March 2024, and it is a much harder metric to pass because it measures every interaction across the session rather than the first one, which exposes heavy JavaScript on filter controls, accordions and search-as-you-type. The reason this matters more than usual in Pittsburgh is the device and network profile of the audiences involved. Patients looking up a provider, residents checking a transit route and applicants filling out a college form are frequently on older Android hardware and inconsistent connections, and a site that only performs well on a corporate laptop is failing exactly the people it exists to serve. We enforce this with a performance budget in continuous integration, so a pull request that pushes the JavaScript bundle past an agreed threshold fails rather than merges, and with field monitoring in Search Console and a real user monitoring tool after launch.

Often it should stay, and the honest reason is governance rather than technology. Drupal's strength in this market is the part nobody demos: fine-grained editorial permissions across hundreds of departments, content moderation workflows, taxonomy that survives reorganizations, translation, and a multi-site model where a department can own its content without owning the platform. Replacing that with a headless content management system plus a modern front end frequently produces a faster site and a worse institution, because the editorial governance quietly moves into people's calendars. The pattern that works is decoupling incrementally: keep Drupal as the editorial system of record, expose content through JSON:API, and build the high-traffic, performance-sensitive surfaces such as program finders, provider directories and admissions journeys as a Next.js or Astro front end while leaving the long tail rendered by Drupal. That gets the Core Web Vitals improvement where it changes outcomes without a migration project that consumes two years. A full move to a headless stack makes sense when the content model is genuinely being rebuilt anyway, when the editor population is small and central, or when the existing Drupal installation is so heavily customized that upgrading costs more than replacing.
