A multi-agent platform with role-specialized agents, shared memory, custom evaluators and integration into Epic, ServiceNow, SAP or a manufacturing execution system runs USD 300,000 to 800,000 and up, usually phased. Phoenix engineering rates sit meaningfully below the San Francisco and New York bands at equivalent seniority, though the semiconductor build-out has compressed that gap for fab-adjacent talent. If you sell outside Arizona, the practical constraint is the strictest state your customers live in. We design to that ceiling rather than to Arizona's floor, because building twice is more expensive than building once.

HB 2175 was signed by Governor Katie Hobbs on May 12, 2025 as Chapter 165 and is effective from and after June 30, 2026, so it has applied since July 1, 2026. Read the statute rather than the summaries of it: the text never mentions artificial intelligence. What it adds is A.R.S. section 20-3103 and section 20-3407, which require that before a health care insurer denies a provider-submitted claim on the basis of medical necessity, or issues a direct denial of a prior authorization involving medical necessity, the medical director must individually review that denial, must exercise independent medical judgment, and may not rely solely on recommendations from any other source. The effect on an agent build is the same as an explicit prohibition would be: software cannot be the thing that closes a medical-necessity denial, because a recommendation from a model is exactly what the medical director may not lean on alone. We therefore design claims and prior-authorization agents to produce structured recommendations with citations to the chart, the policy and the clinical criteria, and we make the denial itself a physically separate action that only an authenticated reviewer can take. The action log records reviewer identity, timestamp, the material presented and any divergence from the model recommendation.

We are not your export-control counsel and we say that directly, but we build to the architecture your compliance officer approves.

Every state-changing action ships behind an explicit human approval gate by default, and we relax that only when a written risk review supports it. We classify each tool into four tiers. Read-only tools carry no gate. Low-risk writes get post-hoc review with optional pre-call approval. High-risk writes require a mandatory pre-call gate with a single named approver.
