ERP Development Solutions for Houston Businesses

ERP in Houston is an energy accounting problem before it is a software problem. The general ledger has to carry joint interest billing, authorizations for expenditure, division orders, working interest against net revenue interest, severance tax, and COPAS accounting procedures, and none of that ships in a stock chart of accounts. ExxonMobil runs its corporate headquarters from its campus in Spring north of Houston. Chevron announced in August 2024 that it was moving its corporate headquarters to Houston from San Ramon, California. ConocoPhillips, Phillips 66, Occidental Petroleum, Halliburton, Baker Hughes, SLB, NOV, Kinder Morgan, Enterprise Products Partners, Cheniere Energy, Plains All American, and Quanta Services all run finance organizations here, alongside Sysco, Waste Management, Crown Castle, and Hewlett Packard Enterprise, which relocated its global headquarters to Spring, Texas in 2022. LyondellBasell runs its US operations from Houston, and the refining and petrochemical complex along the Houston Ship Channel feeds Port Houston, the busiest United States port by waterborne tonnage. That concentration of NYSE-listed issuers means Houston ERP programs are Sarbanes-Oxley programs: internal control over financial reporting, IT general controls, and segregation of duties are scoped in sprint one, not audited in at the end. Two dates dominate the current Houston ERP calendar. SAP ends mainstream maintenance for SAP ERP Central Component and the Business Suite 7 applications at the end of 2027, with extended maintenance available through 2030 at a premium, which puts every Houston SAP shop on a conversion clock right now. And Texas SB 2610, signed June 20 2025 and effective September 1 2025, limits civil liability for a business that maintains a recognized cybersecurity program, which changes how an ERP security design gets justified to the board. Codazz was founded in 2018, has delivered more than 500 projects, and runs 200-plus engineers from Edmonton in Canada and Chandigarh in India. We do not have a Houston office. We work Central Time from Edmonton, one hour behind you year-round, and use the Chandigarh time difference deliberately during cutover weekends. Call +1 (403) 604-8692.

What We Build

ERP Development Services We Offer in Houston

Our Houston ERP work covers seven engagements. SAP S/4HANA readiness and conversion: custom code remediation, simplification item analysis, a defensible brownfield versus greenfield versus selective-transition recommendation, and the actual conversion. Upstream and midstream accounting integration: joint interest billing, AFE lifecycle, division order and revenue distribution, severance tax, and reconciliation between the ERP ledger and specialist systems like Quorum, Enverus, W Energy, or Enertia. Plant maintenance and enterprise asset management: work order management, turnaround planning and cost control, and the integration between the maintenance module and the process historian. Supply chain and procurement for Ship Channel operations: vendor qualification, catalog and contract compliance, expediting, and customs and hazardous materials documentation. Project accounting for engineering and construction firms: work breakdown structures, percentage-of-completion revenue under ASC 606, change orders, and multi-currency joint ventures. Custom extensions and side-by-side applications on SAP BTP, Oracle Fusion, or Dynamics 365, built so upgrades do not break them. And data migration and master data governance, which is where most Houston ERP programs actually fail, because the well, facility, cost center, and vendor hierarchies were never reconciled before go-live.

Industry Expertise

ERP Development for Houston's Key Industries

Six Houston sectors define our ERP practice. Upstream exploration and production needs joint interest billing, AFE approval workflow, division orders, revenue distribution across working and royalty interests, severance tax, and Texas Railroad Commission production reporting, with the API-14 well number as the master data key that ties the ledger to the field. Midstream pipeline and terminal operators need nominations, allocation and imbalance accounting, tariff billing, and tank and vessel inventory reconciled to measurement systems. Refining and petrochemical operators along the Ship Channel need turnaround cost control, management of change tied to OSHA Process Safety Management under 29 CFR 1910.119, EPA Risk Management Program obligations under 40 CFR Part 68, and greenhouse gas reporting under 40 CFR Part 98. Industrial distribution and manufacturing needs contract pricing, rebates, and inventory across dozens of branches. Engineering and construction firms such as KBR, Quanta Services, and the Houston operations of Jacobs need project accounting and percentage-of-completion revenue recognition. Aerospace suppliers around NASA Johnson Space Center, including Axiom Space and Intuitive Machines, need bill-of-materials and configuration control where the technical data is export-controlled under ITAR.

Our Process

Our ERP Development Development Process

The finance side of a Houston ERP program has its own calendar and we plan around it rather than fighting it. Discovery puts the controller, the FP and A lead, the IT director, internal audit, and the operations planner in one room on Central Time. Sessions are booked on your clock rather than ours, and the Edmonton offset is a fixed one hour all year, so nothing drifts when daylight saving changes. We build a fiscal-calendar map first: month-end close windows, quarter-end and year-end blackouts, the annual budget cycle, and the plant turnaround schedule, because you cannot cut over a maintenance module during a refinery turnaround. We add the Gulf Coast constraint: no go-live between June 1 and November 30 unless an inland disaster recovery failover has been rehearsed end to end, since that is Atlantic hurricane season. Cutover weekends use the offshore time difference on purpose. A Friday 6 PM Central freeze lands at roughly 4:30 AM Saturday in Chandigarh, so the India team picks up load and validation while Houston sleeps and hands back a status report before your Saturday morning checkpoint. SOX evidence, ITGC documentation, and the segregation-of-duties ruleset are produced continuously from sprint one, never reconstructed afterward.

Technology

Technologies We Use for ERP Development

SAP S/4HANA is the center of gravity in Houston energy and chemicals, frequently with the oil and gas industry solution covering exchanges, tariffs, silo management, and production sharing. We build extensions in ABAP RESTful Application Programming Model and Fiori, integrate through SAP Integration Suite, and run analytics on SAP Datasphere or a Databricks lakehouse depending on where the rest of your data already lives. Oracle Fusion Cloud ERP and E-Business Suite serve a large Houston installed base, and Microsoft Dynamics 365 Finance and Operations fits Microsoft-standardized mid-market operators well, particularly given that Azure South Central US sits in Texas about 200 miles inland at San Antonio and pairs to North Central US in Illinois. Infor CloudSuite and NetSuite serve mid-market manufacturers and service firms. On the energy-specific side we integrate Quorum Software, which is headquartered in Houston, along with Enverus, W Energy Software, and Enertia. Asset and maintenance work touches IBM Maximo, SAP Plant Maintenance, and Infor EAM, with the AVEVA PI System as the process historian on the plant side. Tax runs through Vertex or Avalara, close management through BlackLine, and access governance through SAP GRC Access Control or Pathlock.

Why Choose Us

Why Houston Businesses Choose Codazz for ERP Development

We combine world-class engineering with local market understanding to deliver erp development solutions that drive real business outcomes.

🛢️

Upstream and Midstream Accounting

Joint interest billing, AFE lifecycle, division orders, working versus net revenue interest, severance tax, and Railroad Commission production reporting, all keyed to the API-14 well identifier. Either configured in the industry solution or integrated cleanly with Quorum or Enverus, never left sitting in a controller's spreadsheet.

📅

SAP ECC 2027 Runway

SAP ends mainstream maintenance for ECC at the end of 2027, with extended maintenance to 2030 at a premium. Our first deliverable is a custom code inventory scored against SAP simplification items, so the brownfield versus greenfield versus selective-transition decision rests on counted blockers rather than on vendor pressure.

🧾

SOX-Ready From Sprint One

Houston has a dense concentration of NYSE-listed issuers. We design the segregation-of-duties ruleset before roles, produce IT general control evidence continuously from the pipeline, and align security design with the SEC four-business-day incident disclosure rule and the Texas SB 2610 cybersecurity liability limitation.

🌀

Cutover Windows That Respect Houston

We plan against four calendars: fiscal close, plant turnaround schedules, Atlantic hurricane season from June 1 to November 30, and the December freeze. Cutover weekends run continuously because a Friday 6 PM Central freeze hands to Chandigarh at roughly 4:30 AM Saturday India time.

📍

Frequently Asked Questions About ERP Development in Houston

Ask a Question

ERP cost is dominated by scope and by how bad your master data is, so ranges are the only honest form. An ERP assessment and blueprint, meaning a current-state review, custom code analysis, a data quality baseline, a target architecture, and a costed roadmap you can take to the board, typically runs USD 60,000 to 150,000 over six to ten weeks. A single-pillar rollout or a mid-market ERP implementation for one legal entity, including configuration, extensions, integrations, data migration, and testing, typically runs USD 250,000 to 750,000. A multi-entity SAP S/4HANA conversion or a full finance and supply chain program across several business units runs USD 1 million to 5 million and up, over twelve to thirty months. The scarce resource in this market is not the developer, it is the functional consultant who genuinely understands joint interest billing and division orders, and that scarcity moves a Houston ERP budget more than any hourly rate comparison does. Two cost realities we state up front: licensing and hyperscaler infrastructure are separate from build cost and frequently exceed it over five years, and change management and data cleansing usually cost more than the code. We quote fixed fee per phase against a signed statement of work.

You have four, and the right one depends on how much of your ECC system is custom. Brownfield conversion keeps your historical data and configuration and converts the system in place, which is fastest and cheapest when your process design is still sound, but it carries your accumulated technical debt forward. Greenfield rebuilds on a clean S/4HANA core with fresh master data, which is the right call when the chart of accounts, the cost center hierarchy, or the well and facility master have degraded past repair, and it costs materially more. Selective data transition moves specific entities or specific historical periods, which suits Houston operators who have grown by acquisition and hold several ECC systems. Or you extend maintenance to 2030 at a premium, which buys time but not a plan. The first deliverable in every case is the same: a custom code inventory scored against SAP simplification items, so you know precisely how many Z-programs actually block conversion rather than guessing. In our experience the number of genuinely blocking objects is far smaller than the raw custom object count, and knowing that reshapes the budget conversation immediately.

The ownership model. In most industries one company owns the asset and books the revenue. In upstream oil and gas an asset is owned fractionally by several working interest partners, one of whom operates it, and the operator bills the others their share of costs through joint interest billing under COPAS accounting procedures, while revenue is distributed to working interest and royalty owners according to division orders that change whenever a property is sold or an owner dies. Capital spending runs through authorizations for expenditure with partner approval workflows and per-AFE variance tracking, not a simple capital budget. Severance tax, ad valorem tax, and Texas Railroad Commission production reporting attach to the property, not the company. All of this hangs off the API-14 well identifier, which has to be the primary master data key linking the ERP ledger to production accounting, land records, and the field. Standard ERP finance modules do none of this natively. We either configure the industry solution properly, integrate a specialist system such as Quorum or Enverus with a clean reconciliation contract, or build the joint interest logic as a governed extension. What we will not do is leave it in spreadsheets.

Houston has an unusually dense concentration of NYSE-listed issuers, so most ERP programs here are audited programs. We treat that as a design input. Segregation of duties comes first: we build the SoD ruleset during design, not after go-live, mapping conflicting function pairs such as vendor master maintenance against payment release, or purchase order creation against goods receipt, and we design roles against the ruleset rather than cloning whatever roles exist today. IT general controls are produced as a byproduct of how we work: change management evidence from the pipeline, approval records in the ticketing system, environment segregation with no developer access to production data, and access reviews on a schedule. Where the client uses SAP GRC Access Control or Pathlock we integrate to it directly. Two adjacent obligations shape the security design. SEC rules adopted July 26 2023 require disclosure of a material cybersecurity incident on Form 8-K Item 1.05 within four business days of the materiality determination, which means your ERP needs incident detection your disclosure committee can actually act on. And Texas SB 2610, effective September 1 2025, limits civil liability for businesses maintaining a recognized cybersecurity program, which is worth documenting against deliberately.

Not on the controlled material, and we say so before the contract rather than after. In an ERP the export-control problem is rarely the finance data itself, it is the engineering content hanging off it: drawing attachments on a material master, routings and work instructions, configuration-controlled bills of materials, technical specifications inside a purchase order text, and supplier quality records. Controlled technical data is scattered across those objects rather than sitting in one tidy module, so the first job is finding it. Houston aerospace suppliers around NASA Johnson Space Center, including Axiom Space, Intuitive Machines, and the space business units of KBR, routinely carry that exposure. Our practical approach is object-level segregation: we inventory which ERP objects, attachments, and environments hold controlled technical data, restrict those to a US-person-eligible team or to your own cleared personnel with us in an advisory role, and keep the Chandigarh team on the non-controlled finance, supply chain, and reporting scope through enforced authorization objects and environment separation rather than a policy promise. Note that some items fall under EAR rather than ITAR, which changes the analysis but not the need to run it. If the controlled scope cannot be cleanly separated, we tell you the engagement is not a fit. Defense-adjacent suppliers should also plan for CMMC obligations flowing down through DoD contracts.

Four calendars constrain a Houston go-live and they rarely agree. The fiscal calendar rules out month-end, quarter-end, and year-end close windows, and for most operators rules out the annual budget cycle as well. The turnaround calendar rules out any maintenance or plant module cutover while a refinery or chemical plant unit is in turnaround, because that is when maintenance planners have the least tolerance for a new system and the highest transaction volume. Atlantic hurricane season, June 1 through November 30, is our own hard constraint: we do not put a Houston client live inside that window unless the inland disaster recovery failover has been rehearsed end to end, because Hurricane Harvey in 2017 and Hurricane Beryl in July 2024 both proved that Gulf Coast power and network availability is a planning assumption, not a guarantee. Finally the holiday freeze from mid-December through the first week of January. What is left in practice is late January through May, and September if the turnaround schedule permits. We use the offshore time difference during cutover: a Friday 6 PM Central freeze reaches Chandigarh at roughly 4:30 AM Saturday, giving continuous validation coverage across the weekend.
