A production ERP program for a single plant or business unit, including data migration, MES and EDI integration, custom quality or traceability modules, SOX-testable controls and a rehearsed cutover, typically runs USD 300,000 to 900,000. A multi-plant or multi-entity rollout with template design, localization, warehouse and PLM integration, and phased migration off a heavily modified legacy instance runs USD 900,000 to 3,000,000 and up over eighteen to thirty months. Software licences, cloud subscription and SAP RISE or Oracle Cloud costs are separate and paid to the vendor. The variable that moves an ERP quote most is not the day rate, it is how many modifications the current system carries. A plant running near-standard configuration prices predictably; one carrying two hundred undocumented modifications made over fifteen years prices badly at first, because the discovery required to find out what those modifications do is real work that has to happen before anyone can honestly estimate the rest. That is why we sell the assessment separately and refuse to quote a full programme against an unmapped estate. The other genuine driver is interface count, which is almost always higher than the number named in the first meeting, since the spreadsheets and manual re-keys that hold the process together are rarely counted as integrations until someone walks the floor and finds them. We quote fixed fee against a signed statement of work with change control on scope.

No, and any vendor who tells you otherwise is creating your liability, not solving your problem. ITAR is administered by the State Department under 22 CFR parts 120 to 130, and its deemed export rule treats releasing controlled technical data to a foreign person inside the United States as an export to that person's country. A screen share, a database dump in a shared development instance, or a support engineer with production read access is a release. Codazz delivers from Edmonton in Canada and Chandigarh in India. Neither location is a US person environment, so ITAR-controlled technical data cannot be routed to our engineers without a State Department authorization that we do not assume you have. The practical arrangement we use with Fort Worth defense suppliers is a documented boundary. Controlled technical data, drawings, specifications and item master records carrying USML classification stay inside your US person perimeter, handled by your staff or a cleared US integrator. We build and support the modules and interfaces on the unclassified side of the boundary: financials, procurement of non-controlled commodities, HR interfaces, maintenance, and reporting layers fed by aggregated data with controlled attributes stripped. We put that boundary in the statement of work with named systems on each side.

DFARS clause 252.204-7012 has flowed down through DoD contracts since December 2017 and requires contractors handling Covered Defense Information to implement the security requirements of NIST SP 800-171 on the covered contractor information systems, to report cyber incidents to DoD within 72 hours, and to flow the clause down to subcontractors. If your ERP stores technical data, drawings, specifications or production schedules tied to a DoD contract, that ERP is in scope. The Cybersecurity Maturity Model Certification program adds third-party or self-assessment of the same control set and is phasing into DoD solicitations, which changes the timing question from whether to when your contract officer names it. What this means architecturally is that the ERP boundary has to be drawn and defended: an enclave with documented boundary protection, multifactor authentication, FIPS-validated encryption for CUI at rest and in transit, audit logging that survives an assessor's sampling, and a System Security Plan and Plan of Action and Milestones that match reality rather than a template. We design integrations to keep CUI inside that enclave rather than replicating it into a data warehouse, a test instance or a reporting tool where nobody scoped it.

Texas has a comprehensive consumer privacy statute, the Texas Data Privacy and Security Act, enacted as HB 4 in 2023, signed June 18 2023 and effective July 1 2024. It matters less for ERP than for customer-facing systems because ERP mostly processes business-to-business and employee data rather than consumer personal data, but it reaches employee and applicant records in some configurations and it reaches any customer personal data your order-to-cash process holds. Two other Texas measures matter more for manufacturers. SB 2610, signed June 20 2025 and effective September 1 2025, limits the civil liability of business entities in connection with a breach of system security where the entity has adopted and maintained a recognized cybersecurity framework, which makes documented NIST or CIS alignment a concrete legal asset rather than a compliance chore. And Business and Commerce Code Chapter 521 requires notification to affected Texas residents and to the Texas Attorney General after a breach of sensitive personal information. For ERP work the practical effect is that we align control documentation to a named framework, keep the mapping current, and design logging that can actually establish scope after an incident instead of leaving your counsel guessing.

Genealogy fails in ERP for a predictable reason: the traceability chain is captured in three systems that disagree. The ERP holds the material master and batch records, the MES holds the actual production events, and a spreadsheet or a paper traveler holds whatever the other two could not represent. The fix is to declare a single system of record per event type and then build the interfaces to enforce it. For a device manufacturer under FDA 21 CFR Part 11, that means production events, operator identity and electronic signatures are captured where they occur with the record made contemporaneous, immutable and attributable, and the ERP receives them as a signed transaction rather than a nightly batch that someone can adjust. For McKesson-class pharmaceutical distribution under the Drug Supply Chain Security Act, it means serialized item-level data, aggregation and disaggregation events, and transaction information and statements carried through receiving, putaway, picking and shipping without a break. For aerospace suppliers it means heat lot, raw material certification and nonconformance disposition tied to the serial number that ships. We build the reconciliation reports first, because a genealogy system nobody can reconcile is a recall waiting to be expensive.

By treating cutover as an engineering problem with a measured budget rather than a weekend of goodwill. We start by defining the freeze window in hours, not days, and then working backwards to what must be true for that window to hold. Master data is cleansed and loaded well before cutover and frozen with a documented change process for the gap period. Open transactions get classified: what closes in the legacy system before freeze, what migrates in flight, and what gets re-entered manually with a named owner and a reconciliation count. We run three full rehearsals against production-volume data in a staging environment, timing every load step, and we do not schedule the real cutover until a rehearsal fits inside the window with margin. During the window the plant runs on a documented manual fallback with pre-printed travelers and a paper receiving log, so production never stops even if a load step fails. Hypercare is staffed on Central Time for at least two weeks with a triage board and daily 8 AM Central standups. Rollback is written, rehearsed and has a named decision-maker with a deadline, because the worst cutover outcome is a team improvising at 3 AM about whether to go back.
