A group with an onshore Abu Dhabi trading entity, a free zone entity in KEZAD or ADGM, and an offshore holding company has different corporate tax treatment per entity, different VAT registration and grouping decisions, different transfer pricing documentation duties, and different e-invoicing obligations. Oracle Fusion Cloud ERP is strong in the government-adjacent and utility segment, and NetSuite covers fast-growing mid-market groups. Microsoft Dynamics 365 Finance and Operations suits organisations already standardised on Microsoft. Odoo covers mid-market manufacturing and distribution where total cost of ownership decides. Hosting for finance data gets decided in the audit committee as often as in the architecture review, so we document it as a control with an owner rather than as a preference. Where the group needs UAE-resident finance data, AWS me-central-1 and Azure UAE North are the two production-grade in-country options, and a RISE or Oracle Cloud subscription has to be checked against the same standard, because a hyperscaler operating a UAE region does not mean your vendor runs your tenant inside it. The UAE model is a decentralised continuous transaction control and exchange design, commonly described as five-corner. Corner one is the supplier, corner two is the supplier's Accredited Service Provider, corner three is the buyer's Accredited Service Provider, corner four is the buyer, and corner five is the Federal Tax Authority, which receives the reported data. The Ministry of Finance has adopted OpenPeppol as the underlying standard and maintains the list of Accredited Service Providers, with eligibility criteria set out in Ministerial Decision No. 64 of 2025 and the system and implementation procedures in Ministerial Decisions No. 243 and No. 244 of 2025. The practical ERP consequence is that a PDF is no longer an invoice. Your ERP has to produce a structured invoice document with every mandated field populated from master data, not typed by a clerk, which means tax registration numbers, entity identifiers, line-level tax treatment and unit codes all have to be clean before you go live. It also has to handle rejection and correction flows, because a document that fails validation at the service provider has to be traceable back to the originating transaction. We treat master data cleanup as the first phase of any e-invoicing project, not the last.

Federal Decree-Law No. 47 of 2022 introduced corporate tax applying to financial years beginning on or after 1 June 2023, at zero percent on taxable income up to AED 375,000 and 9 percent above that, with preserved incentives for qualifying free zone businesses that meet the conditions and do not conduct mainland business. For ERP that changes several things at once. The chart of accounts has to separate items that are accounting expenses from items that are not deductible, so the tax computation is a report rather than a manual reconciliation. Entity-level reporting has to be genuinely entity level, which many Gulf groups never enforced when tax did not exist. Intercompany transactions now need transfer pricing support, so the system has to hold the pricing basis and the supporting documentation reference against the transaction. Free zone entities need their qualifying and non-qualifying income streams tagged at the transaction level, because the qualifying free zone person test is not something you can reconstruct at year end. Groups considering tax grouping need consistent accounting policies and aligned financial years first.

In-Country Value is the UAE programme that scores how much of a supplier's spend stays in the national economy, and it materially affects whether you win work with ADNOC, EDGE Group and the wider National ICV Program buyer base. The score is built from audited financial data on goods and services sourced in country, investment in fixed assets, Emirati and expatriate workforce costs, and revenue from exports and expatriate contribution. Most Abu Dhabi suppliers assemble this once a year from spreadsheets, which is slow, error prone and produces a number nobody can defend line by line when the certifying body asks. The fix is to capture the classifications at the point the transaction happens. Supplier master records carry the ICV certificate reference, validity date and score. Purchase orders inherit the supplier classification so in-country versus imported spend is a report rather than a reconstruction. Payroll carries nationality and cost classification consistently. Fixed asset records carry the location that determines whether the investment counts. Done this way, ICV certification becomes an extract with an audit trail, and procurement can also see supplier ICV at the point of award instead of after it.

Yes, and these three are where local ERP implementations most often need custom work because the packaged products ship with generic payroll assumptions. The Wage Protection System requires employers to pay salaries through the approved channel and submit a salary information file in the mandated format through an agent bank, and a file rejected on format costs the finance team a day and can put the establishment at risk of a MoHRE block on new work permits, so we build the generator with validation before submission rather than after. End-of-service gratuity under the UAE labour law, Federal Decree-Law No. 33 of 2021 which took effect on 2 February 2022, is calculated on basic salary with different accrual rates for the first five years and after, and it interacts with contract type, unpaid leave and termination reason. We model the accrual monthly so the liability appears on the balance sheet continuously rather than as a year-end surprise. Add to that Emiratisation targets under the Nafis programme, which need workforce composition reporting by establishment, and leave logic that has to handle Ramadan reduced hours and both Hijri and Gregorian public holidays.

It creates a question you have to answer deliberately rather than an automatic problem. There is no blanket UAE rule requiring all corporate data to stay in country, but several regimes push that way for specific data. Federal Decree-Law No. 45 of 2021 governs personal data including employee records held in the ERP and constrains cross-border transfer where the destination lacks adequate protection or appropriate safeguards. Licensed financial institutions face UAE Central Bank supervisory expectations on outsourcing and cloud that in practice favour in-country hosting with audit and exit rights. Government-related buyers and several of the large industrial procurement teams here write in-country hosting into the supply contract itself, so for a group that sells to them the question is settled by a customer's terms well before it is settled by law. If the operating entity sits inside Abu Dhabi Global Market, the ADGM Data Protection Regulations 2021 apply instead of the federal PDPL and carry their own transfer rules. Our default recommendation for an Abu Dhabi group is to keep production in AWS me-central-1 or Azure UAE North, keep backups in region, and document the transfer basis for anything that leaves, including support access from our Chandigarh and Edmonton teams, which we cover with contractual safeguards and role-scoped, logged access rather than standing credentials.
