It generates transliteration candidates in both directions so Mohammed, Muhammad, Mohamad and the Arabic original collapse to the same match key. It normalises UAE mobile numbers to E.164 so 050, 0050, plus 971 50 and 971 50 all resolve identically, and it treats the mobile number as the strongest natural identifier for a consumer base, because in the UAE it usually is. Emirates ID is a stronger key still, but it is sensitive personal data under Federal Decree-Law No. 45 of 2021, so we store it encrypted, restrict it by role, and use a salted hash for matching rather than the raw number. Matching produces a confidence score with three outcomes: auto-merge above the high threshold, a review queue in the middle band, and no action below. Every merge is reversible and logged.

Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data was issued on 26 September 2021 and took effect on 2 January 2022. No executive regulations had been published at the time of writing, so a great deal of enforcement detail is still unsettled, and waiting for it is not a strategy a CRM programme can afford. For a CRM the practical requirements are lawful basis and consent that is specific and provable, purpose limitation so a record captured for service is not silently used for marketing, data subject rights covering access, correction, deletion, restriction and portability, breach notification, and a Data Protection Officer where processing is high risk or involves sensitive data at scale. Free zone status genuinely changes the answer. Entities inside Abu Dhabi Global Market are governed by the ADGM Data Protection Regulations 2021, administered by ADGM rather than the federal UAE Data Office, and the federal PDPL leaves the financial free zone regimes intact. Dubai International Financial Centre entities sit under DIFC Data Protection Law No. 5 of 2020 instead. So the first architectural question is which legal entity owns the CRM tenant, because it decides the regulator, the transfer rules and often the hosting region.

Because that is where customers reply. Email open rates in the UAE consumer market are poor compared to messaging, and telephone contact is constrained by the UAE telemarketing rules and the national do-not-call registry, which limit unsolicited sales calls and require companies to check registered numbers before dialling. WhatsApp is the practical default for property enquiries, service recovery, appointment reminders and payment nudges. Building it properly means using the WhatsApp Business Platform through an authorised business solution provider rather than an unofficial gateway, because unofficial gateways get numbers banned and destroy the channel. It means designing message templates for approval in both Arabic and English, keeping the twenty-four-hour customer service window logic in the CRM state machine so the system knows when a template is required and when free-form is allowed, and storing opt-in per channel rather than as a single global marketing flag. It also means the agent console has to render Arabic right to left correctly, including mixed strings where an Arabic sentence contains a Latin brand name and Western digits, which most out-of-the-box consoles get wrong.

Yes, and the constraints come from the UAE Central Bank rather than from privacy law alone. CBUAE consumer protection rules shape how a relationship-managed CRM has to behave: advice and product recommendations need to be recorded with the disclosures that were shown, complaints need a tracked lifecycle with defined turnaround and a closure record, marketing consent has to be provable per product and per channel, and vulnerable-customer handling needs to be visible to the agent at the point of contact. Outsourcing and cloud arrangements for licensed financial institutions carry their own supervisory expectations, which in practice pushes hosting to a UAE region and pushes the vendor to accept audit and exit provisions in the contract. If the entity is instead licensed inside ADGM by the Financial Services Regulatory Authority, the applicable rulebook and the applicable data protection regime both change. We start every financial services CRM by writing down which regulator supervises the entity, because a Salesforce Financial Services Cloud configuration that satisfies a CBUAE-licensed onshore bank is not automatically acceptable for an FSRA-licensed ADGM firm, and vice versa.

Arabic is not a translation task, it is a layout and data task. The agent console needs genuine bidirectional layout: the whole interface mirrors, but numbers, phone numbers, currency amounts and Latin brand names stay left to right inside a right-to-left sentence, and icons that imply direction such as back arrows and progress indicators mirror while icons that do not, such as a play button or a clock, must not. Arabic text needs more line height than Latin text at the same font size because of diacritics and descenders, and typefaces have to be chosen from families with real Arabic cuts rather than a Latin face with a fallback. Data entry needs to accept both scripts in the same field without corrupting collation. Search is where most implementations break: default database and CRM search treats Arabic as opaque strings, so a search for a three-letter root misses every inflected form. We run search through OpenSearch with an Arabic analyser doing normalisation and stemming, plus transliteration matching so an agent typing a Latin spelling still finds the Arabic record.
