An ERP program is a sequencing problem before it is a software problem, and ours is deliberate. First a tax determination workshop that produces a written matrix of ship-from, ship-to, customer type, product type and the resulting GST, PST, HST and QST treatment, including BC self-assessment on inbound goods. Second a data quality assessment against the legacy system, because item masters, bills of material, vendor records and open transactions are almost always worse than the client believes and the cleanup effort is the largest hidden cost in the project. Third a conference room pilot where finance, operations and warehouse staff run their own real transactions through a configured system before anything is signed off. Build and configuration proceed in two-week sprints. Cutover is rehearsed at minimum twice at full data volume, with a written rollback decision point, and we schedule go-live away from period end and away from peak season. The matrix defines the treatment for every combination of ship-from location, ship-to location, customer registration status and product or service classification, including exempt and zero-rated cases, and it maps each combination to a tax code in the ERP with a reference to the underlying authority. Where transaction volume and jurisdiction count justify it we run Avalara or Vertex against that matrix. Where they do not, we maintain the matrix internally with a scheduled review, which is cheaper and perfectly defensible.

CARM, the CBSA Assessment and Revenue Management system, became the official system of record for assessing and collecting duties and taxes on commercial imports on October 21, 2024. Before that, most importers experienced customs through their broker and rarely touched CBSA directly. After it, the importer holds the account. You register on the CARM Client Portal, you post your own financial security to use Release Prior to Payment rather than relying on the broker's bond, you delegate authority to your broker explicitly, and commercial accounting declarations plus corrections flow through the portal on a statement of account cycle you are responsible for reconciling. For ERP this creates real work. Landed cost has to reconcile against the CARM statement of account rather than against a broker invoice. Corrections and adjustments have to post back into the ledger against the original receipt. Tariff classification and country of origin have to live on the item master and stay accurate, because errors now surface as your liability directly. We build the reconciliation as a scheduled process with exception reporting, not as a month-end spreadsheet, and we make sure duty and GST on import land in the right accounts rather than being buried in a single freight expense line.

Yes, and the honest constraint has to be stated first. Work involving controlled goods under Canada's Controlled Goods Program, or US-origin technical data subject to ITAR, carries access restrictions on who may see the data by nationality and registration status. Our Chandigarh engineers cannot access controlled technical data, and we do not attempt to argue around that. If you are a discrete manufacturer with bills of material, engineering change control and lot or serial traceability, Epicor Kinetic or Dynamics 365 Finance and Operations both work well and the deciding factor is usually your existing Microsoft footprint. If you are a multi-entity distributor or services business that wants one cloud ledger and a fast implementation, NetSuite OneWorld is a reasonable default, with the caveat that Canadian PST and QST configuration takes more deliberate work there than vendors typically admit. SAP S/4HANA earns its cost at genuine multi-entity, multi-country scale or where SAP is already embedded. Odoo is a real option for a Victoria company with moderate process complexity and a real budget ceiling, and we will say so rather than upselling. What we will not do is recommend a platform whose data can only live outside Canada to a buyer whose contract requires Canadian residency.
