Nova Scotia is a harmonised province, so a single Harmonized Sales Tax replaces separate federal and provincial taxes, and the rate dropped from 15 percent to 14 percent effective April 1 2025. That change is the reason we insist on date-effective tax tables rather than a rate stored in a configuration field or, worse, in code. The tax engine has to resolve the rate from the transaction date, not from today, so that credit notes, retroactive billing and audit reprints against pre-April 2025 invoices produce the original figure. Place-of-supply rules then decide which province's rate applies when you ship out of Nova Scotia, and Canada is not uniform: Ontario, New Brunswick, Newfoundland and Labrador and Prince Edward Island have their own harmonised rates, the western provinces apply the federal goods and services tax alongside a separate provincial sales tax with different registration rules, and Quebec administers its own sales tax. Input tax credit recovery, self-assessment on imports and the treatment of zero-rated basic groceries and certain fish products all need to be configured deliberately. We implement tax as tested code with a regression suite covering each province and each rate era.

More than a lot number. Under the Safe Food for Canadians Regulations, which came into force on January 15 2019, licence holders must be able to trace product one step back to the supplier and one step forward to the immediate customer, maintain preventive control plans, and keep records that let the Canadian Food Inspection Agency follow product during a recall. For seafood specifically, the export side is stricter than the domestic minimum. European Union buyers expect catch certification tied to vessel and harvest area, and United States importers operate under a monitoring programme that requires harvest and landing data for a defined list of species. In practice the ERP has to carry species, vessel, gear type, harvest area, landing date and licence identifiers into the lot record at intake, then preserve that genealogy through grading, freezing, portioning, blending and rework, where one output lot may descend from several input catches. Yield is the other half of the problem, because recovery varies by season, size grade and species, so standard costing has to be built around a yield model rather than a fixed conversion factor. We build the genealogy so a mock recall can be run in minutes and produce a defensible list.

It changes the architecture, not just the paperwork. Suppliers into the Halifax Shipyard River-class destroyer programme and comparable defence work frequently deal in controlled goods, which in Canada are governed under the Defence Production Act and the Controlled Goods Regulations, administered federally, and which require registration before a person may examine, possess or transfer them. Where United States origin technical data is involved, American export control rules apply on top, and they restrict access by nationality rather than by employment. The practical consequences for ERP are concrete. Drawings, specifications, part descriptions and routings that constitute controlled technical data cannot sit in a system that unvetted staff can read, which means access control at the record level rather than the module level, and it means the vendor support model matters as much as the software. Hosting has to be in Canada and administrative access has to be held by cleared, vetted people. On engagements with this exposure our Chandigarh team does not receive access to controlled data or to production, the work is performed by our Canadian staff, and we write that into the statement of work rather than leaving it to a trust assumption.

Buy the package for anything that is the same at every company and build only where the process is genuinely how you compete. General ledger, accounts payable, accounts receivable, procurement, fixed assets and standard payroll are solved problems, and writing them yourself is expensive negligence. Most Nova Scotia employers are provincially regulated and fall under the Nova Scotia Labour Standards Code, with provincial rules on overtime, holiday pay, vacation accrual and termination notice. Federally regulated employers, which includes marine shipping, port operations, interprovincial transport, telecommunications and banking, fall under the Canada Labour Code instead, with different overtime, leave and notice rules, and different record keeping. A Halifax group that includes both a provincially regulated processing plant and a federally regulated marine operation needs two rule sets in the same payroll, not an average of them. Note also that PIPEDA covers employee personal information only for federal works, undertakings and businesses, so a federally regulated operation carries employee privacy obligations that its provincially regulated sister company does not.
