For workloads anchored on Rwandan soil we deploy bare-metal Kubernetes or VMware Tanzu at the Rwanda National Data Center with managed object storage tiering back to af-south-1.
Our Cloud & DevOps Development Process
We run discovery, design, build, and operate on Central Africa Time so Kigali platform engineers, BNR-supervised CTOs, and donor-programme architects get synchronous standups rather than midnight Slack pings from offshore teams. Discovery opens with a Rwanda Data Protection Law (Law N° 058/2021) assessment, an NCSA residency review for any workload processing personal data, sensitive financial data, or government records at scale, and where financial services are in scope a BNR Directive No 03/2017 alignment review. Architecture design produces a Well-Architected-aligned review (AWS WAF, Azure WAF, or GCP equivalent), a documented landing zone, a cost forecast denominated in both Rwandan francs (RWF) and US dollars at the prevailing rate of around 1,200 RWF per USD, and a disaster recovery runbook with RPO and RTO targets that fit the Kigali working day. Build sprints are two weeks each, demoed live during Kigali working hours. Operate handovers include runbooks, on-call schedules across our Dubai, Edmonton, and Chandigarh hubs, and a quarterly NCSA-aligned incident drill.

Technologies We Use for Cloud & DevOps
Our default cloud anchor is AWS af-south-1 (Cape Town), the nearest hyperscaler region with reasonable latency to Kigali at roughly 90 to 150 milliseconds round trip over SEACOM and EASSy. Azure South Africa North and GCP africa-south1 (Johannesburg) are alternatives where existing client estates demand them. For low-latency reads inside Rwanda we cache through Cloudflare's Kigali edge POP and the Rwanda Internet Exchange Point operated by the Rwanda Internet Community and Technology Alliance (RICTA), giving sub-30-millisecond response for hot paths. Infrastructure-as-code is Terraform with the AWS, Azure, and GCP providers, plus Pulumi where TypeScript developers prefer it. Kubernetes runs on EKS, AKS, or GKE for hyperscaler workloads and on bare-metal or VMware Tanzu at the Rwanda National Data Center or Liquid Intelligent Technologies' Kigali facility for sovereign workloads. CI and CD run on GitHub Actions, GitLab CI, or AWS CodePipeline. Secrets management uses AWS Secrets Manager, HashiCorp Vault, or Doppler. Observability defaults to Grafana Cloud's LGTM stack (Loki, Grafana, Tempo, Mimir), Datadog where compliance budgets allow, and AWS CloudWatch with X-Ray for AWS-native estates.
