SaaS Development Solutions for Nairobi Businesses

Nairobi is the SaaS capital of East Africa and arguably the most consequential B2B software market on the African continent. The local pattern is shaped by M-Pesa, the Safaricom mobile money rail that more than ninety percent of Kenyan adults transact on in any given month, and by a deep stack of Kenyan and pan-African SaaS operators built around or adjacent to it. Cellulant, headquartered in Nairobi, operates a pan-African payments and collections SaaS used by banks, merchants, and governments across more than thirty African markets. Twiga Foods runs a B2B agri-marketplace SaaS connecting smallholder farmers to urban retailers and has been one of the most-cited tech success stories on the continent. Lipa Later and Aspira anchor the buy-now-pay-later SaaS rail in Kenya. Kopo Kopo built the original Kenyan merchant SaaS layer on top of Lipa Na M-Pesa Buy Goods. Pula provides insurance SaaS for smallholder farmers across Africa. Wasoko (formerly Sokowatch) runs a B2B retail-supply SaaS at pan-African scale. iCow built one of the earliest smallholder dairy-farming SaaS products. Tala (Inventure) and Branch International built nano-lending SaaS on Daraja and equivalent rails. The Kenyan banking stack of KCB, Equity Bank, Co-operative Bank, NCBA, ABSA Kenya, and DTB now offers Open Banking-style APIs that SaaS operators integrate alongside the Safaricom Daraja API. The Sendy logistics SaaS pattern, although Sendy itself wound down operations in 2023, remains a reference architecture for last-mile B2B logistics across the region. Codazz builds production SaaS for Nairobi founders, banks, fintechs, agritech operators, insurers, and pan-African expansion teams inside that ecosystem. We deliver multi-tenant SaaS engineering, billing and subscription rails priced in KES and USD, M-Pesa Daraja and bank API integrations, KRA eTIMS-compliant invoicing, and a compliance trail that holds up against the Office of the Data Protection Commissioner (ODPC) under the Kenya Data Protection Act 2019, the Central Bank of Kenya (CBK) for fintech-adjacent SaaS, the Capital Markets Authority (CMA) for capital-markets SaaS, and the Kenya Revenue Authority (KRA) for the 1.5 percent digital service tax on the gross value of qualifying digital sales.

What We Build

SaaS Development Services We Offer in Nairobi

Nairobi SaaS buyers benchmark against Cellulant's pan-African payments coverage, Twiga's B2B agri-marketplace velocity, Kopo Kopo's merchant integration depth, and Wasoko's logistics SaaS scale. That sets a different floor than the generic US-style SaaS narrative. Our SaaS services cover multi-tenant architecture on Postgres row-level security or schema-per-tenant patterns sized to your churn and isolation needs, subscription billing with Stripe, Paystack, Flutterwave, and direct Daraja STK Push, Paybill, and Till coverage for in-app collections, KRA eTIMS-compliant invoicing with electronic Tax Invoice Management System integration for VAT-registered SaaS sellers, role-based access control and SCIM provisioning for enterprise buyers, audit logging that satisfies CBK and ODPC supervisory expectations, pan-African localisation across Kenya, Uganda, Tanzania, Rwanda, Ethiopia, Nigeria, Ghana, South Africa, and Egypt where the client's expansion roadmap actually goes, and SOC 2 Type I readiness for enterprise procurement. Every engagement closes with an ODPC controller registration package, an eTIMS integration evidence file, and a CBK or CMA regulatory mapping if the SaaS touches money or capital markets.

Industry Expertise

SaaS Development for Nairobi's Key Industries

Kenyan SaaS demand concentrates in five verticals and we have shipped in all five. Fintech SaaS in the Cellulant, Kopo Kopo, Tala, and Branch lineage covers payments, lending, BNPL, savings, and merchant rails, and we integrate Daraja STK Push, Paybill, Till, B2C, and Pesalink alongside the KCB, Equity Eazzy, NCBA Loop, and Co-operative Bank checkout SDKs. Agritech and B2B commerce SaaS in the Twiga Foods, Apollo Agriculture, and Wasoko pattern covers smallholder onboarding, cooperative payouts via Daraja B2C, insurance bundling, and KRA eTIMS-compliant invoicing for VAT-registered cooperatives. Logistics and last-mile SaaS in the Sendy and Lori Systems reference architecture covers route planning tuned to Nairobi traffic, driver onboarding with mobile-money-anchored KYC, and merchant settlement. Insurance SaaS in the Pula and Britam pattern covers parametric insurance for smallholder farmers and SME health insurance with M-Pesa-funded premiums. Health SaaS covers insurer integrations with Jubilee, AAR, Britam, and Old Mutual plus M-Pesa-funded telemedicine and pharmacy fulfilment.

Our Process

Our SaaS Development Development Process

We run discovery, design, build, and launch on East Africa Time so Nairobi product, growth, finance, and compliance leads get live standups instead of overnight email threads. Discovery opens with an ODPC scoping pass under the Kenya Data Protection Act 2019 (is the SaaS a data controller, a data processor, or both; what is the lawful basis of processing for each data category; where will data be hosted), a CBK review if the product touches deposits, payments, lending, or wallet-style stored value, a CMA review if it touches investment products or capital-markets services, a KRA eTIMS and digital service tax review for the billing layer, and an M-Pesa Daraja integration workshop covering STK Push, Paybill, Till, B2C, and Pesalink. Build sprints are two weeks, each closing with a tenant-isolation regression, a Daraja sandbox integration test, an eTIMS receipt test, and an evidence freshness check against the SOC 2 control set. Launch includes ODPC controller registration support, a privacy notice in plain English and Swahili, a data-subject-rights endpoint pack (access, rectification, erasure), KRA eTIMS production cutover, and a post-launch monitoring SLA aligned with CBK incident-reporting timelines.

Technology

Technologies We Use for SaaS Development

Nairobi SaaS workloads need East African latency and Kenyan regulatory awareness. East Africa still has no native AWS region, so we default to AWS af-south-1 in Cape Town for primary workloads (roughly 70 to 90 ms round trip to Nairobi via the EASSy, SEACOM, and TEAMS submarine cables) with Azure South Africa North in Johannesburg as failover (roughly 100 to 140 ms), and on-premise or iColo and Africa Data Centres Nairobi options for sovereign workloads requiring Kenyan data residency. Google Cloud has no African region yet so we use GCP europe-west1 in Belgium only as a tertiary option for non-latency-sensitive workloads. Application stacks run on Node.js, Python, and Go with Postgres for the primary store and Redis for cache, with multi-tenant isolation either via row-level security or schema-per-tenant depending on the client mix. Payments integration uses native Daraja for M-Pesa with Flutterwave and Paystack as pan-African aggregators for Nigerian, Ghanaian, Ugandan, Tanzanian, Rwandan, and South African coverage. SMS and USSD fall back through Africa's Talking. KRA eTIMS integration is built directly against the eTIMS production endpoints with sandbox CI testing for every release.

Why Choose Us

Why Nairobi Businesses Choose Codazz for SaaS Development

We combine world-class engineering with local market understanding to deliver saas development solutions that drive real business outcomes.

💸

M-Pesa & Daraja Native

Every SaaS we ship in Nairobi treats M-Pesa Daraja as a first-class billing rail, with STK Push checkout, Paybill and Till collections, B2C disbursements, and Pesalink interbank settlement integrated alongside Stripe and bank SDKs. KCB, Equity Eazzy, NCBA, and Co-operative Bank checkout is wired in where the enterprise mix warrants it.

📜

ODPC, CBK, CMA & KRA Aligned

Every engagement opens with an ODPC scoping pass under the Kenya Data Protection Act 2019, a CBK review for fintech-adjacent flows, a CMA review for capital-markets flows, and a KRA eTIMS plus digital service tax review for the billing layer. Controller registration, RoPA, and Swahili-language privacy notices ship with the product, not after launch.

🌐

Pan-African Expansion Pattern

Nairobi SaaS in the Cellulant, Wasoko, and Twiga lineage expects to expand into Lagos, Accra, Kampala, Dar es Salaam, Kigali, Addis Ababa, Cairo, and Johannesburg. We build the regulatory map, currency layer, and payments coverage (Flutterwave, Paystack, MTN MoMo, telebirr, Yoco) so the second market is shipping while the third is scoped.

🌍

AWS af-south-1 First, Sovereign Where Needed

AWS af-south-1 in Cape Town at 70 to 90 ms is the default primary, Azure South Africa North in Johannesburg is the failover, and iColo or Africa Data Centres Nairobi on-premise is the sovereign option for licensed EMIs, payment service providers, and credit bureaus required to keep data inside Kenya. Cross-border transfers are documented under section 48 of the Data Protection Act.

Frequently Asked Questions About SaaS Development in Nairobi

Ask a Question

Count the jurisdictions before you count anything else on a Nairobi SaaS build. A scoped Nairobi SaaS MVP serves one market. A production B2B SaaS with full Daraja coverage (STK Push, Paybill, Till, B2C), Pesalink interbank rails, KCB, Equity Eazzy, NCBA, and Co-operative Bank checkout integration, and a KRA eTIMS production cutover serves Kenya properly. Pan-African enterprise SaaS with multi-jurisdiction compliance across Nigeria (NDPC, NIBSS), Ghana, Uganda, Tanzania, Rwanda, South Africa (POPIA), and Egypt is a different order of programme. Scope drivers include multi-tenant architecture, Stripe and Daraja STK Push billing, KRA eTIMS-compliant invoicing for the VAT layer, role-based access control, an admin console, and ODPC controller registration support. We quote fixed fee in KES or USD.

Almost certainly yes. Kenya's Data Protection Act 2019 created the Office of the Data Protection Commissioner (ODPC) and requires data controllers and data processors that handle personal data of Kenyan residents to register, with very few practical exemptions for any SaaS product collecting names, phone numbers, emails, M-Pesa identifiers, KRA PINs, or transaction history. Registration is annual, the fee scales with turnover and processing volume, and the ODPC has been actively issuing enforcement decisions and penalty notices since 2022, including against EMIs, lending fintechs, and credit bureaus. We help clients complete the ODPC controller and processor registration, build a Record of Processing Activities, draft a privacy notice in plain English and Swahili, implement data subject rights endpoints (access, rectification, erasure, objection, restriction, portability), design data minimisation into the schema so M-Pesa transaction history is not retained longer than CBK and KRA actually require, and document cross-border data transfers to AWS af-south-1 with the appropriate safeguards under section 48 and section 49 of the Data Protection Act.

The Kenya Revenue Authority's electronic Tax Invoice Management System (eTIMS) is now mandatory for VAT-registered businesses in Kenya, replacing the prior ETR regime, and the KRA has been progressively extending eTIMS to non-VAT-registered taxpayers for expense substantiation purposes. For any SaaS billing Kenyan customers, eTIMS-compliant tax invoices must be issued through an integration with the eTIMS production endpoints, with the prescribed control unit signing, QR code, and invoice schema. Separately, Kenya's digital service tax regime (now reframed as the Significant Economic Presence Tax) applies a 1.5 to 3 percent levy on the gross value of qualifying digital sales by non-resident SaaS sellers and is collected by the KRA. Our billing layer ships with native eTIMS integration including sandbox CI testing, QR-code-embedded PDF invoices, automatic credit notes for refunds, reconciliation against bank and M-Pesa settlement, and the data the KRA requires during a digital service tax audit. Final tax positioning sits with your KRA-registered tax agent.

Yes, and we treat Daraja as the default Kenyan billing rail rather than as an add-on. The integration covers STK Push for in-app subscription checkout (the user taps subscribe, sees the M-Pesa PIN sheet, enters the PIN, and the round-trip completes in five to twenty seconds), Paybill and Till for recurring or merchant-initiated collections where STK Push is not viable, B2C disbursements for refund flows and revenue share to publishers and creators, Daraja Transaction Status for reconciliation against the M-Pesa receipt, OAuth token refresh and callback verification with idempotency, and a manual Paybill fallback for users whose handsets cannot render STK Push reliably. For enterprise SaaS where the customer prefers bank rails we layer Pesalink for instant interbank settlement and direct KCB, Equity Eazzy, NCBA, Co-operative Bank, ABSA Kenya, DTB, and Family Bank checkout. Every release pipes through CI with automated Daraja sandbox tests so production never sees an untested M-Pesa code path.

East Africa still has no native AWS, Azure, or GCP region as of 2026. The closest commercial cloud regions are AWS af-south-1 in Cape Town and Azure South Africa North in Johannesburg, with submarine cable paths via EASSy, SEACOM, and TEAMS giving round-trip latency from Nairobi of roughly 70 to 90 ms to Cape Town and 100 to 140 ms to Johannesburg. For most Kenyan SaaS workloads AWS af-south-1 is the right primary choice with Azure South Africa North as failover. Where the ODPC, CBK, or CMA require Kenyan data residency, particularly for licensed EMIs, payment service providers, and credit bureaus, we deploy primary workloads to iColo or Africa Data Centres Nairobi on-premise with AWS af-south-1 as a documented disaster-recovery target subject to a section 48 cross-border transfer assessment. Google Cloud has no African region yet and we use it only as a tertiary option for non-latency-sensitive workloads. Residency choices are documented in the ODPC controller registration and the data processing agreement.

Yes. Nairobi is the most common pan-African expansion hub on the continent and we build SaaS to expand there in the Cellulant, Wasoko, Twiga, and Flutterwave pattern. The localisation layer covers Nigeria with NDPC data protection and NIBSS instant payment rails plus Paystack and Flutterwave checkout, Ghana with the Bank of Ghana fintech regime, Uganda with the Personal Data Protection and Privacy Act and MTN MoMo and Airtel Money rails, Tanzania with TCRA and Vodacom and Tigo Pesa rails, Rwanda with the National Bank of Rwanda regime and MTN MoMo, Ethiopia with the National Bank of Ethiopia regime and telebirr, Egypt with the Central Bank of Egypt fintech regime, and South Africa with POPIA, the SARB regulatory regime, and Yoco, Ozow, and Stitch rails. We document the regulatory map by country in your expansion plan, build the currency and tax layer for each, and stage the rollout so the first non-Kenyan market is in production and revenue-generating before the second is scoped.

If the SaaS holds customer funds, issues a wallet, conducts payments, or extends credit, the Central Bank of Kenya (CBK) regime applies and one of the following licences is typically required: a Payment Service Provider licence under the National Payments System Act, an Electronic Money Issuer (EMI) authorisation under the CBK EMI Regulations 2022, a digital credit provider authorisation under the CBK Digital Credit Providers Regulations 2022, a money remittance provider licence, or reliance on a CBK-authorised partner. If the SaaS touches investments, securities, fund management, or crowdfunding, the Capital Markets Authority (CMA) regime applies under the Capital Markets Act and Regulatory Sandbox framework. Our discovery includes a CBK and CMA scoping memo covering which licence (if any) applies, the partner-bank or partner-EMI option as an alternative, and a regulatory sandbox pathway with CBK or CMA where the product is genuinely novel. Final licensing opinions sit with your Kenyan financial services counsel.

A typical Nairobi SaaS build runs fourteen to twenty-two weeks from kickoff to production for a contained product (multi-tenant architecture, Daraja and Stripe billing, KRA eTIMS, ODPC controller registration, basic admin console). Weeks one to three are discovery and regulatory mapping (ODPC, CBK, CMA, KRA). Weeks four to twelve are core engineering with bi-weekly demos on East Africa Time. Weeks thirteen to sixteen are tenant-isolation hardening, Daraja sandbox-to-production cutover, eTIMS production cutover, and ODPC registration. Weeks seventeen to twenty-two are SOC 2 Type I readiness if enterprise procurement requires it, plus controlled rollout. For pan-African expansion builds with multi-jurisdiction compliance, add four to eight weeks per additional country beyond Kenya. We are direct during the first discovery week about which class your product belongs to and we will be candid when a USSD-anchored or Paybill-anchored MVP at a fraction of the cost will outperform a full SaaS build for your target segment outside Nairobi metropolitan.
